I wish to inform that, the Government has enacted the Andhra Pradesh State Teachers Transfers Regulation Act, 2025 in the ref, cited, which is intended to transfer of teaching staff across various managements, including Government, Zilla Parishad, Mandal Parishad, Municipal and Municipal Corporation Schools, based on student strength.
As part of the proposed guidelines, the following categories have been/designated as preferential, for the purpose of transfers:
- Physically handicapped i.e., more than or equal to 80% to Visually Challenged/Orthopedically Challenged employees.
- Physically handicapped i.e more than or equal to 70% to Visually challenged/ Orthopedically Challenged/ Hearing impaired employees.
- Medical grounds for the diseases viz Cancer; Open Heart Surgery/Correction of Atrial Septal Defect /Organ Transplantation; Major Neuro Surgery; Bone TB; Kidney Transplantation/Dialysis; and Spinal Surgery
- Dependent children and spouse who are mentally challenged and are undergoing treatment.
- Dependent children suffering with Juvenile Diabetes/Thalassemia Disease/Haemophilia Disease/Muscular Dystrophy and are ongoing treatment.
- Dependent children who born with congenital heart defect (holes in Heart) and who have undergone surgery shall be considered under preferential category within (3) years from the date of surgery.
(Note: The employees who intend to claim under health grounds should submit the latest medical reports as certified by the District Medical Board to the respective committees)
Further, DSE wish to inform DME that the Government is in the process of initiating the Andhra Pradesh Teachers Transfers – 2025, and the detailed guidelines in this regard will be issued shortly.
In this context, teachers intending to claim transfer under health grounds are required to obtain certification from the respective District Medical Boards, based on the latest medical reports.
In view of the above, DSE requested DME to kindly issue necessary instructions to all Additional Directors/Medical Superintendents of Government General Hospitals across the State, with a request to allocate time for teachers and Headmasters to appear before the respective District Medical Board Committees during the period from 24.04.2025 to 26.04.2025 (for a duration of three days), for the purpose of obtaining the required medical certificates.
