AP Govt Junior Colleges Lecturares Rationalisation Redeployment 2025 Guidelines, Redeployment of Surplus posts of Teaching Staff in Government Junior Colleges in the State by way of shifting / conversion to 84 newly sanctioned GJCs and needy Government Junior Colleges in the respective Zones in the State - Orders

It has been brought to the notice of the undersigned that many Government Junior Colleges are functioning with very poor student strength and having surplus Junior Lecturers who are sitting idle in the colleges without any work.

 

Further, 84 Government Junior Colleges were sanctioned for last few years without sanction of single post. Some of these colleges have enrolled more than 100 students who are all being taught only by contractual staff. Not having even one regular Junior Lecturer in the college causing lot of hardships in academic and administration in these Junior Colleges.

 

Accordingly, an exercise to redeploy Junior Lecture posts and personal based on student enrollment data over the past three years and the academic needs of the colleges. The student enrollment has been analyzed in a granular manner group wise against the availability of Junior Lecturers and many surplus posts have been identified. This task would involve careful analysis of the data alignment with the academic requirements of each Government Junior Colleges in the Zone.

 

Further, necessary proposals have been submitted to the Government vide references 2nd read above for redeployment of identified surplus posts of 455 Junior Lecturers Posts, out of which 214 posts has been proposed for shifting and remaining 241 posts has been proposed for conversion.

 

Government in the Memo. vide reference 5th read above have accorded permission with finance concurrence for redeployment of surplus posts of teaching staff (455) by shifting of 214 Junior Lecturer posts and by conversion of 241 Junior Lecturer posts to 84 newly sanctioned Government Junior Colleges and other needy Government Junior Colleges in the respective zones in the State.

 

Subsequently, the identified surplus posts of 455 Junior Lecturers posts has been communicated to all the RJDIEs in the State through mail with instructions to submit their concern with proper justification for taking further necessary action.

 

Accordingly, the RJDIEs in the State have submitted their concern with proper justification and also recommended for redeployment of surplus posts of teaching staff (455) by shifting of 214 Junior Lecturer posts and by conversion of 241 Junior Lecturer posts as follows.

 Therefore, all RJDIEs in the State are hereby directed to take necessary action for redeployment of surplus posts of teaching staff 455 by shifting of 214Junior Lecturer posts and by conversion of 241 Junior Lecturer posts to 84 newly sanctioned Government Junior Colleges and other needy Government Junior Colleges in the respective zones in the State as appended in the Zone wise adding and deletion list.

The Principals of all Government Junior Colleges in the State are hereby instructed to follow the below mentioned guidelines scrupulously without fail:-

  • Update the surrendered identified surplus post in their respective GJCs in the DoPP through their STO concerned.
  • Incorporate shifted / converted surplus post in their respective GJCs in the DoPP through their STO concerned.
  • Relieve / Join the effected individuals where posts have been shifted immediately if any.
  • Report compliance in this regard to this office without fail.

Further, the Director, Director of Treasuries, Andhra Pradesh is requested to issue necessary instructions to all the STOs in the State for inclusion / deletion of shifted posts in the respective DoPP of the respective Government Junior Colleges to avoid hindrance to claim their salaries.

 

These proceedings shall be acknowledged.
