In the reference 2nd cited, the Director of School Education, A.P. has desired to conduct Zonal Level workshops from 20.01.2025 to 25.01.2025 to impart training to the District/ Divisional/ Mandal and Cluster Level Officers on exercise to be done as per the preparatory Guidelines issued vide his Memo. No. ESE02 -13021/ 4/ 2024-E-VII Dated: 09.01.2025.

 

He has requested the Government to inform the Collectors & District Magistrates to attend the above workshops along with CEO, ZP and PD, W&CW as per the schedule annexed, as involvement of District Administration is essential for smooth completion of above task.

 

The Collectors & District Magistrates are, therefore, permitted to attend the work shops along with CEOs, ZP and the PD, W&CW as per the said schedule annexed i.e. from 01.2025 to 25.01.2025.

While Communicating the Govt. Memo in the reference 3rd read above, all the Regional Joint Directors of School Education and District Educational Officers in the state are informed that the Government have permitted the Collectors & District Magistrates to attend the workshops to impart training to the District/ Divisional /Mandal and Cluster Level Officers in exercise to be done as per the preparatory guidelines issued vide Memo No.ESE02-13021/4/2024-E-VII Dated.09.01.2025 along with CEO,ZP and the PD, W&CW as per the schedule i.e from 20.01.2025 to 25.01.2025.

 

Further, they are informed that the Director of School Education conducted the Webex meeting with the Regional Joint Directors of School Education, District Educational Officers, Deputy Educational Officers, Mandal Educational Officers and New Cluster Head Masters of High Schools on 10.01.2025 at 05.00 P.M. During this Webex meeting, the following decisions were made based on clarifications raised by the field functionaries.

 

  • Field level officers to do the preparatory work as per the guidelines issued and attend the zonal level meeting with details.
  • During school visits, officials observed that some students absent for over a month remain in the child info system without verification, leading to inflated data and misuse of funds for unnecessary student kits, textbooks and MDM.
  • To address this issue, new enrollment in the system will be disabled, discrepancies between attendance and rolls must be verified, and absent students' names deleted after verification. Updated data will take for this exercise.

To constitute a team at the district level, comprising the DCEB Secretary along with two Head Masters from each division, to explain the guidelines and clarify any doubts regarding the Preparatory Guidelines and also clusters.

 

In this regard, a l the Regional Joint Directors of School Education and District Educational Officers in the state are requested to consider the above decisions for restructure of schools and reapportionment of teaching staff exercise.

 

Further, all Regional Joint Directors of School Education in the state are requested to make the necessary arrangements at the designated venues in coordination with the respective District Educational Officers.

  • Arrange sufficient IFP panels as per requirement.
  • Arrange separate rooms for each district to discuss with Mandal Educational Officers and Cluster Head Master of High Schools on School Structure. 
  • Arrange Snacks & Lunch for Morning Session and Snacks & Dinner for Afternoon Session to all the participants.
  • Expenditure will be released to the Venue District Educational Officers concerned after submission of expenditure bills.

Further, all the District Educational Officers in the state are requested to communicate the Zonal Meeting schedule to the Collectors & District Magistrates, as well as the CEO, ZP, and PD, W&CW, to ensure their participation in the workshops as per the proposed schedule.

 

Further, the DSE team and Technical Team (VSK Team), whose names are listed in Annexure-I, are requested to attend the Zonal Meeting as per the schedule, arrive at the venue well in advance, and verify the arrangements. Additionally, TA/DA and other allowances will be reimbursed upon receipt of bills from the respective individuals, utilizing the available TET funds.
