All the District Educational Officers & Ex-Officio Project Coordinators and Additional Project Coordinators of Samagra Shiksha in the State are informed that the Samagra Shiksha, A.P. has decided to implement the Rani Laxmibai Atma Raksha Prashikshan-Self Defense Programme in all Govt. MPPUPs, ZPHS, KGBVs, Model Schools, Municipal, Social Welfare, Tribal Welfare Schools and High School Plus for the girl students of 6th to 9th classes to empower their self- defensive mechanism through learning martial arts. The major aim of introducing Rani Laxmibai Atma Raksha Prashikshan-Self Defense Programme is not only to know various self-protection techniques but also to attain physical fitness and sound mind.
OBJECTIVES:
- To develop confidence among the girls and able to defend themselves.
- To equip the girls with self-skills so that they can avert any kind of awkward situation at the first instance.
- To give a message to the abuser that the girls have awareness and capable of protecting themselves in difficult situations.
- To empower the girl students in all aspects.
- To make the Physical Education teacher at each school aware of these skills for the future practice of them as a part of school curriculum.
The District Educational Officers & Ex-Officio Project Coordinators and Additional Project Coordinators of Samagra Shiksha in the State are instructed to issue a notification inviting applications from qualified agencies as per the guidelines issued for conducting self-defense training programs in schools.
Ensure wide publicity to attract competent agencies with expertise in self-defense training Programme for the girl students of all Govt., MPPUPs, ZPHS, KGBVs, Model Schools, Municipal, Social Welfare, Tribal Welfare Schools and Junior Colleges for the girl students of 6 to 9 classes.

The programme will be implemented in all Govt. MPPUPs, ZPHS, KGBVs, Model Schools, Municipal, Social Welfare, Tribal Welfare Schools and Junior Colleges for the girl students of 6th to 9th classes covering of 3334 elementary schools of 65870 students and 7087 Secondary/Senior Secondary schools of 789628 students.
Time Schedule: -
The programme will be operational for 20 sessions from 01.02.2025 to 15.03.2025. The HM’s/Principals shall allocate 10 sessions per month for the self defense trainer to teach the course. This allocated 10 sessions will be divided into 2 sessions per week.
The Committee may select any one of the martial arts duly framing the session action plan to be completed within the stipulated time.
OUTCOME OF THE POGRAMME:
- Self-defense classes help the students to build confidence in them and to develop self-discipline and also to improve their physical condition.
- It aids the students particularly when they are walking alone at night after classes. That's the time when students are most vulnerable to attack.
- It helps the students to develop their mental and physical health.
- By learning the basics of self- defense, it helps to prepare themselves for dangerous and unforeseen circumstances.
- It teaches the students regarding self-respect.
- Self-defense classes help to develop several human capabilities like self-esteem, overcoming of fear, awareness/alertness, and respect of self.
- Taking self defense classes helps the students to develop a sort of warrior spirit.
- Taking the self defense classes will helps the students to have a positive impact on their life.
ACTION PLAN: The Agency shall update reports / photos/ Video reels/ Films etc., regularly on Google Tracker which will be shared by the Department.
All the District Educational Officers & Ex-Officio Project Coordinators and Additional Project Coordinators of Samagra Shiksha in the State are requested to issue instructions to concerned Headmaster/Principals of the Schools to implement the programme to the girl students of 6th to 9th classes for 20 sessions 01.02.2025 to 15.03.2025.

Guidelines for District – Level Implementation of Self – Defense Training Programme in Andhra Pradesh.
- Invitation for Proposals: Issue a notification inviting applications from qualified agencies to provide manpower for conducting self-defense training programs in schools based on the available Budget. Ensure wide publicity to attract competent agencies with expertise in self-defense training.
- Eligibility Criteria for Agencies: Agencies must have prior experience in conducting self-defense training, especially in educational institutions. Trainers provided by the agency must be certified in at least one martial art or self-defense discipline (e.g., Taekwondo, Karate, Judo, Krav Maga). Agencies should demonstrate the ability to adapt training methods for girl students.
- A Committee may be constituted as follows:
- Collector - Chairman
- APC - Member convener
- DEO - Member
- GCDO - Member
- SGF - Member
- Based on the committee approval the course to be implemented can be selected from any 12 martial arts. Following the parameters for selection the committee should select the agency.
- Selection of Agency: Use a scoring system based on expertise, past experience, trainer certifications, and the quality of training proposals. The Committee will finalize the agency and issue a formal letter of appointment, detailing responsibilities.
- Verification Process: Credential Validation: Verify the certifications and experience of trainers submitted by agencies. Registration and Interviews: Shortlisted agencies should present a practical demonstration of their training methodology. Reference Check: Cross-verify the track record of agencies through references or testimonials.
- The Committee may select any one of the martial arts duly following the session frame work mentioned in the Terms of Reference.
- Allocation of Trainers: Assign trainers to schools based on student strength, geographical location, and trainer availability. Ensure trainers are registered on the state’s portal or application for record-keeping.
- Trainer Orientation: Conduct orientation sessions for trainers to familiarize them with the program objectives, structure, and student needs. Emphasize adherence to the curriculum and sensitivity to student requirements
- Scheduling Training Sessions: Coordinate with Headmasters to align training schedules with the school timetable, ensuring minimal academic disruption. Sessions should be conducted for three hours weekly from 01.02.2025 to 15.03.2025 (6 to 9 classes, 20 sessions).
- Provision of Resources: Ensure training spaces (e.g., classrooms or playgrounds) are prepared for sessions. Soft copy of self-defense and training materials should be shared to the trainers.
- Participation and Monitoring: Headmasters / Principals must ensure maximum participation of girl students from Classes 6 to 9. PDs / PETs should assist trainers during sessions and provide support to students. Program Tracking: Use the Portal to monitor attendance, session progress, and milestones for each school upload photo curriculum taught & the photos of the session uploaded should be confirmed by the HM in the portal. Conduct random visits to schools to ensure the quality of training.
- Feedback Collection: Organize regular review meetings with Mandal Education Officers (MEOs), Headmasters / Principals and trainers to gather feedback. Address issues or challenges promptly to ensure smooth program execution.
- Deliverables: Training curriculum and materials for self-defense techniques. Impact assessment report after three months of implementation
- Trainer Honorarium: Ensure timely disbursal of ₹10,000/- for the trainers for 20 sessions as honorarium, paid directly to the agency’s bank account. Based on the report submitted by the DEO/APC.
- An amount of Rs. 1000/- per school will be paid to the agency towards payment of Management and Monitoring expenses.
- Certificates printing will be done at DPO level and the amount will be released from Samagra Shiksha A.P. after submission of expenditure particulars.
- Reporting: Collect detailed reports from agencies, including attendance records, training outcomes, and feedback. Submit district-level reports with recommendations for improvement to the state authorities.
- By following these guidelines, DEO / APCs can ensure the effective implementation of the Self-Defense Program, empowering girl students with essential skills for their safety and confidence.
