 All the District Educational Officers and Additional Project Coordinators in the State are informed that the Samagra Shiksha, Andhra Pradesh has been implementing the Centrally Sponsored Scheme for Vocationalisation of Secondary and Higher Secondary Education (CSSVSHSE) in 494 Schools with 818 Vocational Trainers under Samagra Shiksha and 629 schools with 1151 Vocational Trainers under PM SHRI scheme under different management schools across the Andhra Pradesh state, offering 10 trades with 27 Job roles for the academic year 2024-25 with impacting more than 2 Lakhs of students.

 

In this regard, all the District Educational Officers and APCs in the State are hereby informed that to communicate the enclosed guidelines to all the Head Masters/Principals concerned regarding the implementation of internships for the Level-3 (11th class) students in those schools where the Vocational Education is being implemented, during Sankranti holidays and also after completion of their board/public examinations.


Internship Guidelines for 11th Class Vocational Education  Students


Student Enrolment:

  1. Eligibility: Students enrolled in Levels 3 of Vocational Education are eligible for internships. The process should focus on matching students with internships that align with their vocational interests. Schools should ensure that students’ vocational studies are compatible with the internship opportunities to provide relevant hands-on experiences.
  2. Information Brochure: Every student will get an internship brochure that outlining the objectives, expectations, and benefits of the internship program. This brochure will include information about internship roles, employers, and daily dairy, helping students make informed decisions about participation.
  3. Parental consent: Before enrolling in any internship, students must submit a signed parental consent form. This form ensures that parents or guardians are aware of and agree to their child's participation, providing an additional layer of support and accountability.
Internship duration:
  1. Minimum duration: Each internship should last for at least 80 hours, spread over a minimum of 12 days. This duration allows students to immerse themselves in their vocational role, ensuring they gain sufficient exposure and practical experience.
  2. Trade relevance: Internships must be directly linked to the student’s vocational subject and job role. Whenever possible, place students in internships near their school or home, as this will reduce travel time and help them focus on their work experience.
  3. Flexible scheduling: Internships can be scheduled during school breaks such as Dussehra and Sankranti holidays or after board exams to avoid disruptions to academic classes. Schools should coordinate with employers and students to arrange internships during these periods, ensuring that the schedule suits both parties.
Employer identification:
  1. Employer selection: Schools and VTPs are responsible for identifying suitable employers who can offer meaningful internship opportunities. Employers should be located within a 5-kilometer radius of students’ homes or schools to minimize travel. Schools should prioritize companies or organizations that align with students' vocational subjects and ensure that employers are capable of providing relevant job experience.
  2. Safety & Security at workplace: Safety is major concern, especially for female interns. Schools and VTPs should monitor employer environments rigorously to ensure student safety. Employers must be committed to providing a secure and supportive environment for all interns.
  3. Employer engagement: Schools, through Vocational Trainers and
    Vocational Coordinators, should engage potential employers, which may include both government and private organizations. Each employer should ideally take on a maximum of three interns, though this number may be increased for larger organizations. Regular meetings should be held with employers to ensure they understand their roles and responsibilities in the internship program.
Roles & Responsibilities:
  1. Students: Schools and VTPs are responsible for identifying suitable employers who can offer meaningful internship opportunities. Employers should be located within a 5-kilometer radius of students’ homes or schools to minimize travel. Schools should prioritize companies or organizations that align with students' vocational subjects and ensure that employers are capable of providing relevant job experience.
  2. Parents/Guardians: Parents must not only provide consent but also offer support to their children during the internship. This includes emotional guidance and ensuring that their child attends the internship regularly.
  3. Head Masters: Schools are responsible for facilitating the internship program, which includes identifying employers, managing student placements, and ensuring that the internship experience aligns with educational objectives. Schools should also ensure that students are safe and that internships offer genuine learning opportunities.
  4. Vocational Training Partners (VTPs): VTPs are key facilitators of the internship process. They should assist schools in identifying employers, coordinating logistics, and offering mentorship and guidance to students throughout their internships.
  5. Employers: Employers are expected to provide a conducive working environment for interns. They should assign meaningful tasks, offer mentorship, and ensure that students have access to relevant vocational
Monitoring:
  1. Continuous Oversight: Regular oversight by VTs, VCs and HMs is crucial to ensure the quality of the internship. Continuous communication with both students and employers will help address any issues promptly. HMs should check in with students frequently to ensure they are on track and receiving appropriate guidance.
  2. Site Visits: Periodic site visits by VTs, VCs and HMs or VTPs will allow for the assessment of the internship's quality and safety. These visits provide an opportunity to monitor student progress and make necessary adjustments.
  3. Lighthouse: The data of students enrolled in internships, along with employer details, must be updated in the Lighthouse application. The mapping of employers and updates to the students' daily diaries should be recorded in the Lighthouse application. This data will be cross-verified before processing internship-related invoices.
Internship Ceremony: At the conclusion of the internships, schools should organize a recognition event to celebrate the students’ achievements by involving the local PRI heads, Education department Heads, Parents committee members etc. During this event, certificates of completion should be presented to students, acknowledging their efforts and accomplishments.

Financial Support: The Vocational Training Partner will bear the upfront costs associated with student internships, including a transportation allowance of up to ₹1000 per intern. VTPs will also provide an incentive of ₹100 to Vocational Trainers for each successfully completed internship. An additional ₹50 per intern will be allocated for certificate printing and VTPs can submit invoices to Samagra Shiksha for reimbursement.

Documentation:
  1. Student daily dairy: Schools should maintain comprehensive records of each student’s like daily dairy, internship report etc. Such records are crucial for evaluating the program’s effectiveness and guiding future iterations.
  2. Consent Forms: All consent forms signed by parents or guardians must be kept on file. These documents provide proof that parents approve of their child’s involvement in the internship program.
  3. Evaluation and Feedback: To improve future internship programs, feedback from students, employers, and VTPs must be collected and analysed. Evaluations should focus on both the students' learning experiences and the employers' ability to provide relevant vocational training.
  4. Managing Employer and Internship Data: Vocational Trainers will be responsible for managing both employer and student data throughout the internship process. Regular feedback from employers should be documented, and the progress of students should be shared with school authorities and parents to maintain transparency and accountability.
