All the District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the State are informed that the State government is prioritizing foundational literacy and numeracy aligning with the National Education Policy (NEP) 2020 and other key frameworks. This focus on early childhood care and education (ECCE) is crucial for ensuring that children develop essential skills at a young age.
In this context a comprehensive initiative aimed at enhancing the skills of Grade 1 and 2 teachers through a structured 60-day certifcate course. This collaboration between the Department of School Education, Samagra Shiksha, and ASER (Pratham) emphasizes a blended learning approach, combining both offline and online training methods.
Accordingly, a comprehensive training initiative is taken up by the department to train the 34,000 SGTs in six days in the residential mode across the state in 14 spells. Accordingly, four spells were successfully rolled out and the teachers were enthusiastically participated in the trainings across the state.
Further, all the District Educational Officers and Additional Project Coordinators of Samagra Shiksha in the State are informed that in continuation of this training program, the 5th Spell should be conducted from 16.12.2024 to 21.12.2024 in the 14 venues across the state as indicated below.
The total number of Secondary Grade Teachers (SGTs) to be trained in the 5th spell in 14 venues from 16.12.2024 to 21.12.2024 is tabulated

For providing trainings at district level for 60-day certificate course for primary teacher has been identified by the ASO & AMOs from the respective district who are dealing with Grade 1&2 and 14 venues have been identified and mapped the erstwhile districts to those 14 venues in order to start the ground level trainings from 21- 10-2024 to end of February 2025.

Attendance FRAS is mandatory for all the participants, deviation in this regard will be viewed seriously and defaulters have to repeat the training in subsequent batches with their own cost.
The roles and responsibilities at the district level are proposed as below:
- The District Educational Officer (DEO) will serve as the Chairman of the training program, ensuring its smooth execution. They will coordinate with DIET principals, District Academic Monitoring Officers (AMOs), Girl Child Development Officers (GCDOs), Inclusive Education Coordinators (IECo), Alternative School Coordinators (ALS Co), and clerical staf in the DEO office to facilitate efective training for SGTs. This collaboration is essential for organizing logistics, addressing any issues that arise, and ensuring that the training meets its objectives.
- The District Educational Officers should ensure that the assigned SGTs are deputed to the training program on a spell-wise basis from their respective districts. It's important to ensure that no teacher is sent to the training program more than once
- AMOs where the venues are located has to look after the logistics, arrangements and other essentials required at the venues timely
- The list of the participants proceedings should be released at district level for each spell from the list which the state has received from the respective ASOs
- "Since we have 34,000 Secondary Grade Teachers (SGTs) from all 13 erstwhile districts, the participants' list should be released at the district level for each spell, based on the list received from the respective ASOs. The proceedings for the participants' list should also be issued at the district level accordingly."
- "The district officials responsible for each spell should be rotated based on the districts mapped to the respective venue. For example, at the Srikakulam venue, officials from Srikakulam district will take responsibility for the frst spell, followed by Manyam for the second spell and so on. This rotation system should be applied to all venues, ensuring that all district officials share the responsibility for the successful conduction of the trainings."
- Each venue will have 4 incharges overseeing various aspects including coordination with vendors, food arrangements, technical support, accommodation, stationery and sanitation.
- Concerned RJDs and DEOs are instructed to conduct the preparatory meetings with AMOs, ASOs, GCDOs, IECo, ALSCo and MEOs to send the participants to the mapped venues without fail.
- Monitoring committee to be formed at every venue with the mapped district officials for monitoring the facilities and observe the sessions.
- IFP Pannels should be installed by the DNOs (District Nodal Officer) with coordination of IFP vendors in each classroom and DEOs should make a follow up on this DRPs should be allotted for each classroom and 1 KRP&1 MEO for each venue
- The DEOs should not depute the single teachers from single teacher’s schools for the trainings and the state officials will notify the district officials with an alternative plan on how to train the single teacher schools.
- 4 PETs (2 male and 2 female PETs) should be allotted in each venue for conducting the extracurricular activities.
- Mobile phones should be deposited in the classroom by keeping them in silent mode and it can be used only in break times.
- G. Maheshwar Reddy, Teacher Training in charge of Samagra Shiksha, AP will be coordinating with logistics facilities across all the Venues in the state for successful completion of trainings.
- The KRPs and DRPs who are listed in the attached proceedings should not be sent as participants for 60-day certification course.
- The list of KRPs who are mapped to monitor and provide supportive supervision in 14 venues is enclosed in Annexure-l and contains DRPs who are mapped to the 14 venues to train the spell 5 participants is enclosed in Annexure-II.
