In the reference read above, the Chief Secretary, Government of Telangana has stated that the President of the Telangana Non-Gazetted Officers' Union, Central, Hyderabad, in his representation dt.11.01,2024 has conveyed that certain Telangana state cadre employees were allocated to Andhra Pradesh against their options and that they have urged for the reallocation of these employees to Telangana. It is further informed that after thorough consideration of the Association's plea, the Telangana Government have decided to bring back the Telangana Non-Gazetted Employees who were allocated to Andhra Pradesh against their options during the final allocation of State Cadre employees by the Kamalanathan Committee.
The Chief Secretary, Government of Telangana has also stated that in the light of this decision, a comprehensive list comprising 122 Telangana local employees in the Non-Gazetted cadre, who were allocated to Andhra Pradesh in the final allocation and are currently employed by the Government of Andhra Pradesh, has been compiled and provided based on the available information from the AP Reorganisation website. Telangana Government is willing to take back those State Cadre Non-Gazetted employees who are locals to Telangana, but allotted to Andhra Pradesh against their options by the Kannalnathan Committee. They have therefore requested to relieve the employees who are willing to submit an undertaking (as per the attached proforma) to accept assignments wherever they are posted in Telangana and assume the last rank in the respective cadres in accordance with those already employed in Telangana.
Government, after careful examination of the matter have decided to accept the request of Government of Telangana. Accordingly, the proforma in Annexure-II sent by the Telangana Govt. is communicated to the Heads of Departments (HoDs) concerned to obtain the undertaking in the said Proforma from the (122) Non-Gazetted State cadre employees, who are willing to submit the undertaking as per the list sent by the Govt of Telangana. The list of (122) employees is enclosed as Annexure-I to this order.
The Government also permit the HoDs after obtaining the under taking given by the said employees in the proforma, those employees as per Annexture-I may be relieved of their duties immediately in the post category only specified by the Telangana Govt in the list, with a direction to report before the Spl. Chief Secretary, General Administration (SR-GC) Department, Government of Telangana, Telangana Secretariat, Hyderabad for postings in Telangana. In the relieving order to these employees who are willing to submit an undertaking (as per the attached proforma), a condition that they shall accept assignments wherever they are posted in Telangana and assume the last rank in the respective cadres in accordance with those already employed in They shall mark copies of relieving orders to Government in GA(SPF&MC) Department.
Said (122) employees, as per the list in the Annexure-I shall submit the filled in proforma to the HoDs concerned within one month time and on receipt of filled in Proforma, they shall be relieved of eligible employees as per the list in the post category only within fifteen(15) days time.
The HoDs concerned / A.P. Secretariat Departments are also informed that in case of employees, whose names are included in the list, and subsequently promoted/ appointed by transfer to higher posts in other HoDs/A.P. Secretariat, the Departments concerned may within a month address to this Government in GA(SPF&MC)Dept.,, A.P. Secretariat, Velagapudi along with details and with filled in Proforma for taking further action in consultation with Government of Telangana.
All the Departments of Secretariat/HoDs shall take necessary action in the matter
