The attention of all the District Educational Officers and District Vocational Educational Officers in the state are invited to the reference 1st read above and are informed that the school Games Selections are going to start from September, 2024 and there is a dire need for nominating the District level School Games organizing secretaries from the Physical Education Teachers (SA-PE/PET) for Under 14 & 17 categories, and Junior Lecturers in Physical Education for Under 19 category.

 

In this connection, the Ananthapur, Prakasam, Annamayya, SPSR Nellore, YSR Kadapa and Tirupathi are 6/9 Women Physical Education teachers working as District School Games Secretaries in the State vide memo 3rd cited, the remaining District Educational Officers of Srikakulam, Chittoor, and Vizianagaram are strictly required to follow the instructions for nominating Women Physical Education teachers as District School Games Secretaries.

 

Terms and Conditions while appointing District School Games  Secretaries U 14,17 & 19 and their duties

 

1. The tenure of the post of District School Games Secretaries U 14,17 &19 is two (2) years.
2. Those who are appointed on or before 31-10-2022in the Academic year 2022-2023 must be replaced and those who are appointed in the year 2023-2024 may be continued to 2024-2025
3. The Senior/Active willing School Assistant-Physical Education among the seniors. If no senior candidate is not willing in the above cadre we can take the services of senior most PET who is willing to work in School Education for Under 14&17 years and Junior Lecturer in Physical Education in the Junior Colleges must be nominated for Under 19 years.
4. If a Junior Lecturer in Physical Education is not available for Under 19 Secretaries in the Junior Colleges, the District Intermediate Vocational Officers should inform to this office immediately so as to allocate the same to Under 14,17 Secretary for the smooth and successful conduct of games and sports.
5. Preference should be given to Physical Education Teachers (SA­PE/PET) working in Government/Zilla Parishad, Municipal, and Aided Schools, whereas under 19 the preference should be Govt. Junior/APSWR/APREIS and Aided Junior Colleges.
6. Those who are going to be retired below 2 years are not eligible to nominate the District School Games Secretary.
7. The SA (PE) who is likely to get a promotion within two months as Headmaster / MEO / Lecturer in DIET / RIPE shall not be considered.
8. In case a selected District School Games Secretary is promoted as HM /MEO/ Lecturer DIET / RIPE, immediately he/she shall be replaced with another PD/SA (PE) duly selected as per the procedure prescribed above.
9. Any SA-PE/PET who has already served one term as District School Games Secretary earlier cannot be nominated again.
10. If any person is under Disciplinary action initiated by the concerned authorities, there is no eligibility for appointment as a District School Games Secretary.
11. Any Irregularities made by the District School Games Secretary can be terminated from the post at any time.

Therefore, all the District Educational officers (DEO) and District and District Vocational Educational officers (DVEO) in the state are requested to nominate the district school games Secretaries under 14,17 for School Education and under19 for Intermediate Education immediately in place of existing district school games secretaries who have completed two (2) years term, duly followed the above norms/procedures and furnished the list of nominated secretaries to this office on or before 30^th July 2024.

 

Due preference shall be given to Women School Assistant-Physical Education/PET while nominating the district school games secretaries.

 

Note:

1. The district school Game secretary has to work with the O/o District Educational Officer whenever their services are required for school Game activities.
2. The District School Games secretary has to submit a Work done report on or before 5^th of every month and obtain an attendance certificate from the District Educational Officer in respect of those Under 14, and 17 and District Intermediate Educational Officers in respect of those Under 19 and submit it to the secretary SGF AP O/o CSE without fail.
3. If there are no School Games activities, the Concerned District School Games Secretaries U 14, 17 &19 have been directed to attend his/her normal duties in the school/College.
4. All the District Secretaries in the state should maintain the Records like [players participation, Certificates register (Participation and merit), Bills, Cashbook and acquaintance register]

There shall not be any deviation from the above norms and procedures
