The attention of all the District Educational Officers in the State are invited to the references cited, the Government of Andhra Pradesh has been celebrating Teacher’s Day (GURUPUJOTHSAVAM) every year to honour the Best Teachers/Meritorious Teachers for (1) State Awards, (2) National Foundation for Teachers Welfare Award (NFTW), (3) Recommended by Fellow Teachers on the eve of the Birth Day on 5th September of Dr. Sarvepalli Radhakrishnan, the former President of India as per Government orders issued vide reference 1st and 2nd cited.

 

Further, all the District Educational Officers in the State are requested to scrutinize the proposals by the District Selection Committee duly following the procedural guidelines, Timelines and submit the same with specific recommendations to the Director of School Education, Andhra Pradesh, Amaravati.

 

Procedural instructions for Inviting applications of Best Teachers for State Awards, NFTW Awards and Recommended by Fellow Teachers on 5th September, 2024.

 

Eligibility of Teachers for Awards:

  1. The nominations for awards will be called from Primary Schools, Upper Primary Schools, High Schools and Government DIETs and other Managements related to School Education.
  2. The teacher not apply for awards, but Recommended by Fellow
  3. Main Considerations for Selection of Teachers / Head Masters / Teacher Educators:
  4. Special Work done for raising the Standard of Educators.
  5. Inculcating Interest in extracurricular activities among the students
  6. Educational innovating writing useful to the students.
  7. Teachers / Head Masters / Teacher Educators who have completed 15 years of minimum Service.
  8. Teachers / Head Masters / Teacher Educators who have selected for State Awards earlier are not eligible.
  9. Teachers / Head Masters / Teacher Educators who have charges/disciplinary proceedings/criminal cases are not eligible.
  10. The recommendations regarding the selected teachers, which should not be more than one teacher from each category, shall be sent to the office of the Director of School Education duly filling the Certificate of antecedents and character, marks awarded to each nomination.
  11. In addition to the above categories, the Government have decided to felicitate the certain outstandingly performing.
  12. The District Educational Officer shall place the proposals received through proper channel i.e Mandal Educational Officer and Deputy Educational Officers and Principals of DIETS and Recommended by the Fellow teachers before the District Selection Committee for Selection of the Best Teachers.
  13. Incomplete and defective proposals shall be summarily be rejected by the District Selection If any District Committee sends particulars of more than one candidate in each category in deviation of the above instructions, all the nominations from those Districts will be rejected.
  14. Recommendations along with marks awarded by the Committee, which are signed by the District Selection Committee, proposals which are not having a gist of each item in proforma and the proposals without the Photographs not considered for Awards.
  15. The District Selection Committee should form the verification teams for verification of the facts / information provided by the applicant.
  16. Evaluation / marking of the applicants as per the Annexures.
  17. Certificate by District Selection Committee: the District Selection Committee shall certify that marks have been awarded after due verification of the facts.
  18. After the detailed evaluation of the applications, DSC will shortlist and forward to State Selection Committee.
  19. Criteria based on performance: The teachers will be awarded marks on criteria based on his / her performance i.e increase in student enrollment, initiatives to improve learning outcomes, innovative experiments undertaken, organization of extra and co-curricular activities, use of Teaching Learning Material, Social mobility, ensuring experiential learning, unique ways to ensure physical education to students etc.
  20. The District Selection Committee should recommend the teacher either State award or NFTW award.

The District Selection Committee shall recommend not more than one Teacher for each of the following categories to the State Awards as follows:

 


The District Selection Committee shall recommend the National Foundation for Teachers Welfare Awards in the following category of the teacher / Headmaster for each district. The details are as follows:

  1. In service Teachers of Primary / Upper Primary – One (01)
  2. In service Teachers of High Schools - One (01)
  3. Retired Teachers of Primary / Upper Primary Schools - One (01)
  4. Retired Teachers of High Schools - One (01).
Recommended by Fellow Teacher: 

Any teacher, who is eligible for State award but not applied himself/herself in that case, three Fellow teacher scan nominate that teacher (he/she) for State Award. Keeping in view  of his / her performance, achievements, and the evaluation  parameters shown  for state awards in the proforma(Annexure-III).

 

Selection of Teachers by the Committee and the following Committees will select the Teachers separately for State Awards and NF TW Awards:

  1. Mandal Level Committee
  2. Divisional Level Committee
  3. District Level Committee

 MANDAL LEVEL COMMITTEE:

One member from outside the Mandal (DIET, Lecturer/Headmaster of  Govt./Z.P. H.S).

Note: The quorum of the Committee shall be three (3) members. The Mandal Educational Officer shall enlist the eminent Teachers of Primary/Upper Primary Schools in his jurisdiction and place their particulars before the Selection Committee and send the selected list with recommendations to Divisional Selection Committee.

 

DIVISIONAL LEVEL COMMITTEE:

Senior Lecturer in DIET/Lecturer in College of Teachers Education/ Institute of Advanced Studies in Education

Note: The quorum of the Committee shall be two (2) members. The Deputy Educational Officer shall enlist the eminent teachers of High Schools in his jurisdiction and place their particulars before the Selection Committee and send the selected list with recommendations to the District Selection Committee.

Note: a) The quorum of the Committee shall be four (4) members. The District Educational Officer shall place the proposals with recommendations  regarding  the  Teachers received from Deputy Educational Officers and Principals of DIETs before the District Selection Committee for selection of the Best Teachers.

  1. The District Selection Committee shall be sent the list of Applications to the Director of School Education, A.P, Amaravati under signed by the Committee for Selection of State Awards, NFTW Awards and Recommended by the Fellow teacher awards separately.
  2. The District Selection Committee shall be sent the list of Applications for State and NFTW Awards separately.
  3. The Principals of DIETs shall enlist the eminent Teacher Educators under his/her control and place their particulars before the District Level Selection Committee through District Educational Officer.
  4. The recommendations regarding the selected teachers, which should not be more than ONE as per the para numbers (2) and (3) of procedural instructions in these proceedings along with the Certificate of antecedents and character, marks awarded by the Committee to the State Level Committee i.e., Director of School Education, Andhra Pradesh, Amaravati.

  • The State Level Committee selects the teachers for “State Awards” and National Foundation for Teachers Welfare (NFTW) separately from the Selection lists submitted by the District Educational Officers in the State, duly limiting the following No. of awards category wise.
  • The Government have honored every year with a Silver Medal (Gold Plated), Shawl, Cash Award of Rs.20,000/- and Merit Certificate to each State and NFTW awardee after final selection made by the State Selection Committee from the out of the names recommended by the District Selection Committee
  • To invite application to the District level Best Teacher Awards, the selection committee shall recommend not more than 30 teachers in the category of SGT, 20 teachers in the category of SA and 10 teachers in the category of Headmaster for each district as per the above categories.
  • The Mandal (Rural) and Divisional level (Urban) best Teacher Award, the selection committee shall recommend not more than 10 teachers in the category of SGT and 5 teachers in the category of Teachers from all management schools within the mandal /Divisional jurisdiction shall be eligible for the awards at Mandal/Municipal levels respectively.

Therefore, all the District Educational Officers, Additional Project Coordinators of Samagra Shiksha in the State are requested to organize the TEACHER’S DAY celebrations at their jurisdictions in the befitting manner as per the existing practice without giving any scope for adverse remarks in selection of awardees and local protocol duly following, and strictly adherence.


All the District Educational Officers in the State are requested to give wide publicity of the programme through News Papers or any other local mass media.
