- Andhra Pradesh State Joint Staff Council (APSJSC) meeting held under the Chairmanship of Chief Secretary, Government of Andhra Pradesh, Dt: 03.05.2023.
ORDER:
Whereas, vide reference 1st read above, Government of India have issued instructions granting Special Casual Leave to differently-abled Central Government Servant with disabilities as defined in the PwD Act, 1995 for participating in the Conference/Seminars/Training/Workshop related to Disability and Development related programmes organized at national and State level agencies to be specified by Social Justice and Empowerment, subject to exigencies of work;
And whereas, in the meeting of Andhra Pradesh State Joint Staff Council (APSJSC) held under the Chairmanship of Chief Secretary, Government of Andhra Pradesh, the Employee Associations have requested to provide certain facilities in respect of Persons with Disabilities who are already employed in the State Government of Andhra Pradesh for efficient performance of their duties on par with orders issued by Government of India to the Central Government Employees with Disabilities;
Now, therefore, Government after careful examination of the matter have decided that subject to exigencies of work, Special Casual Leave for not more than 07 (seven) days in a calendar year may be granted to State Government Employees with Benchmark Disabilities for participating in the Conferences / Seminars / Trainings / Workshops related to disability and Development related programs organised at National and State level agencies to be specified by the Ministry of Social Justice and Empowerment.
The period of absence in excess of 07 (Seven) days is to be treated as regular leave of the kind due and admissible. Special Casual Leave under these orders will be allowed to be combined with regular leave as a special case.
The power of granting Special Casual Leave under these orders will be exercised by the concerned Leave Sanctioning Authority.
The Special Chief Secretaries / Principal Secretaries / Secretaries / District Collectors / Heads of the Departments shall take necessary action accordingly.
