The attention of all regional joint directors and district educational officers in the state is invited to the reference cited, wherein the National Council of Educational Research and Training (NCERT) is set to conduct the State Educational Achievement Survey (SEAS) 2023 on November 3rd, 2023. The SEAS reports will be formulated at the mandal level. The results will be analyzed in area wise, school management wise, gender wise, socio category wise and type of school wise.

 

The outcomes of the Educational Achievement Survey is used at the national level for various education and SDG related achievements and ranking of states in deferent indicators. Hence it is important to achieve good outcomes in the forthcoming achievement surveys. Director SCERT is appointed as the State Level Coordinator ( SPOC) to achieve optimal outcomes in SEAS 2023. State level strategies for achieving best outcomes in the SEAS 2023 is prepared and communicated herewith. The RJDSEs, DEOs, Dy.Eos, and MEOs to accordingly align the activities proposed in this proceedings and achieve best outcomes.

 

In this context, detailed guidelines for the effective execution of SEAS and to ensure the best possible results are given below.

 

SEAS Survey Scope

1. SEAS will encompass students in grades 3, 6 and 9 in all types of management schools including private management schools
2. SEAS will comprise subjects such as Language, Mathematics, and EVS for classes 3 and 6; Language, Mathematics, Science, and Social Science for class 9.
3. The survey will offer a comprehensive evaluation of student learning at the block level.
4. SEAS 2023 will adopt a paper-based mode utilizing Optical Mark Recognition (OMR) technology.
5. Assessment for all grades will be competency-based and aligned with Learning Outcomes (LOs) of NAS.

 Progress in Preparatory Activities:

1. NCERT has successfully conducted initial meetings and workshops with states and Union Territories (UTs).
2. The inaugural online meeting, held on August 8, 2023, witnessed NCERT presenting the plan and schedule.
3. A workshop conducted on August 21-22, 2023, in Andaman & Nicobar Islands, reviewed assessment tools, featuring participants from Andhra Pradesh also.

Roles and Responsibilities of Various Stakeholders:

NCERT Responsibilities:

1. Development and fnalization of the Assessment Framework and assessment
2. Creation of Pupil Questionnaire (PQ), School Questionnaire (SQ), and Teacher Questionnaire (TQ).
3. Pilot studies across diverse regions to ensure question quality.
4. Analysis of pilot data to enhance assessment items.
5. Collaboration with state bodies for translation into regional languages.
6. Training Master Trainers for profcient survey conduct.

State-Level Responsibilities:

1. Appointment of State Level Coordinators ( Director, SCERT will act as state level coordinator to conduct SEAS 2023)
2. Appointment of District Level Coordinators ( DEOs of concerned district will act as DLCs, DLCs may appoint Secretary DCEB and Principal DIET as assistant DLCs for smooth administration).
3. Appointment of Mandal (Block) Level Coordinators (MEO 2 of concerned will act as BLC, in case of MEO 2 is not available then MEO 1may be appoint as BLC.)
4. Appointment of Field Investigators (The students of DIETs/ B.Ed/ M.Ed/ Graduate college will be appoint as Field investigators to conduct SEAS at schools).
5. Translation of test booklets and questionnaires into regional languages.
6. Printing of OMR sheets and assessment tools.
7. Careful packing and dispatching of materials to Resource Custody Centres (RCCs).
8. Rigorous verifcation of sampled schools' suitability.
9. Efficient coordination of OMR sheet scanning and data upload to Vidya Samiksha Kendra Portal (VSK).

District-Level Responsibilities:

1. Establishment of Resource Custody Centre (RCC).
2. Issuance of advisories to ensure maximum school attendance on the survey
3. Diligent oversight to prevent school closures/mergers of sampled schools.
4. Skillful coordination of material transfer between RCC, blocks, and schools.
5. Meticulous supervision of secure material transfer, facilitated by Block Level Coordinators and Field Investigators.

Chief Controlling Officer (CCO) / District Level Coordinator (DLC) Responsibilities:

1. Profcient oversight of the RCC.
2. Expert appointment of Block Level Coordinators (BLC) in each block.
3. Thorough selection and training of BLCs and FIs.
4. Timely distribution of materials to BLCs.
5. Provision of the fnal sample school list to BLCs.
6. Skillful supervision of survey conduct across all district blocks.
7. Assiduous collection of flled OMRs and materials for timely submission.
8. Effective coordination with National Level Observers (NLOs), when applicable.

Block Level Coordinator (BLC) / Controlling Officer (CO) Responsibilities:

1. Accurate collection of materials from CCO.
2. Efficient distribution of materials to Field Investigators.
3. Assured sealing of packages at schools.
4. Active observation during the survey.
5. Methodical collection and secure transfer of flled OMRs and materials.

VII. Field Investigator (FI) Responsibilities:

1. Prompt attendance at training organized by DLC/CCO.
2. Thorough confrmation of school details with BLC/CO.
3. Precise administration of tests according to guidelines.
4. Methodical collection and packaging of flled OMRs.
5. Secure assurance of sealed packages.
6. Reliable handover of materials to BLC/CO after assessment.

Assessment Design:

Assessment for Grades 3 and 6:

• Three booklets per grade.
• Modular Matrix Design for two subjects in each booklet.
• Inclusion of items corresponding to the learning outcome.
• Anchor items from NAS 2017 and NAS 2021 in each booklet.

Assessment for Grade 9:

• Four booklets for Grade 9.
• Modular Matrix Design for two subjects in each booklet.
• Inclusion of at least 1 item corresponding to the learning outcome. - Anchor items from NAS 2017 and NAS 2021 in each booklet.

Assessment Tools:

1. Tools designed based on NAS-defined Learning Outcomes in competency mode by NCERT.

Student Preparation Action Plan:

1. SCERT is actively collaborating with Ei and LFE to prepare study
2. SCERT will send weekly practice tests.
3. Every Saturday practice test to be administered in all management schools including private unaided schools.
4. DEOs are directed to curate District-level preparation study materials aligning with CBA/NAS questions model by concerned
5. District Project Coordinators and APCs are advised to allocate necessary budget from available funds at District Samagra Shiksha
6. Director SCERT will closely monitor the implementation of this action plan and review the progress achieved on a weekly basis.

Therefore, all concerned officers are urged to meticulously adhere to the provided instructions, ensuring the successful execution of SEAS - 2023 and the enhancement of the educational assessment landscape.
