In continuation of the reference 6th cited, the Regional Joint Directors and District Educational Officers (erstwhile) in the State are requested to follow the guidelines for rationalization:
Revision of the cadre Strength:
Based on the pupil strength of the Academic Year 2022-23 of UDISE data (i.e., 30.04.2023) revise the cadre strength of each school within the limit of sanctioned posts in terms of reference 4th cited.
Allotment of surplus teachers:
- The concerned District Educational Officer shall identify the surplus teachers both category and subject wise, based on the pupil strength for the Academic year 2022-23 (UDISE) in High School, Upper primary, Primary Schools in erstwhile district.
- In respect of High schools, where the Headmaster post comes under surplus, the said post should not be effected during the rationalisation.
- Subject teachers shall be allotted on priority basis i.e., first instance for High Schools and after that Upper Primary Schools.
- If any subject teacher found surplus and there is no further requirement in any other aided school situated within the district, then the services of said subject teacher shall be utilized to another post based on his qualification and other eligibility conditions.
- The surplus teachers shall be allotted on the basis of enrollment and no.of requirement of teachers in descending order only.
- The Priority should be given in allotment of surplus teachers to the needy schools based on the enrollment within the district as follows:
- within the management
- the institutions who approached Hon’ble High Court of Andhra Pradesh
Recruitment:
- After completion of rationalisation process, identify the vacancies meant for Direct recruitment in each school.
- The roster system shall be followed as per rules in respect of all posts except for the single solitary posts.
- In case of High school, the Regional Joint Directors shall submit proposals to Commissioner of School Education in order to get permission from the Government.
- In case of Upper primary, Primary and Oriental Schools, the District Educational officer should submit proposals through Regional Joint Directors to the Commissioner of School Education in order to get permission from the Government.
- After according permission from the Government, the Regional Joint Directors/District Educational Officers shall permit the Management for issuance of the notification as per procedure laid down in G.O.Ms.No.1, Dt.01.01.1994.
- After completion of selection procedure, the managements shall obtain approval from the Competent authority within the stipulated time.
Therefore, the Regional Joint Directors and District Educational Officers are requested to follow the above guidelines scrupulously without any deviation.
