INTRODUCTION

Acharya N.G. Ranga Agricultural University (formerly APAU) is a pioneering university in the country serving the farmers of the state of AP for the last five decades and imparting quality education in Agriculture, It is ranked 3^rd among South Indian Agricultural Universities and 11^th at National level among Indian Agricultural Universities (2020). ANGRAU established the first ever Agricultural Polytechnic in the combined state of AP in 1989 at RARS, Palem. It was aimed to train rural youth as grass root level workers, catering to the needs of agricultural and allied sectors. At present, after bifurcation ANGRAU is having 17 polytechnic colleges offering Diploma in Agriculture, one each in organic farming and seed technology and two in Agricultural Engineering. It also has given affiliation to 66 polytechnics colleges situated in different districts of AP.

 

AGRI POLYCET 2023 Diploma courses and duration of the courses:

 Acharya N.G. Ranga Agricultural University (ANGRAU) offers the following Four Diploma Programmes (The detailed list of Polytechnics along with number of seats are given in Annexure 1-IV)

 Eligibility: The candidates should fulfill the following criteria

 

AGRI POLYCET 2023 Academic Qualification:

• Candidate should have passed SSC Examination conducted by Board of Secondary Education, Andhra Pradesh/Telangana or any other examination recognized as equivalent thereto by the Board of Secondary Education, A.P./T.S such as Central Board of Secondary Education (CBSE), Indian Council for Secondary Education (ICSE), National Institute of Open School (NIOS), P, Open School Society (APOSS), Telangana Open School Society (TOSS).
• Candidate should belong to the state of Andhra Pradesh as defined in G.O. (P). No. 646, Education (W) Dept, dated. 10.07.1979 and its subsequent amendments.
•  Candidates who appeared SSC or equivalent examination held in March/May-2023, and whose results are yet to be declared can also
•  Candidates who have passed SSC in compartmental and who have either discontinued or failed in intermediate are also eligible for diploma
• Candidate who had passed intermediate or pursuing higher studies are not eligible for admission into diploma courses offered by ANGRAU.

AGRI POLYCET 2023 Age Limit:

Candidates who wish to seek admission into these courses shall have to complete 15 years of age as on 31-08-2023 with an upper age limit of 22 years (Born in between 31.08.2001 and 31.08.2008).

 

AGRI POLYCET 2023 Selection Process:

• Percent of marks/ Total marks obtained in SSC or its equivalent examination will be considered in the order of merit for Seat allotment.
• In case of tie, the marks/grade point obtained first in Science and later Mathematics and Social, respectively will be taken into consideration for tie
• In case if tie still continues, the age of the candidates will be taken into consideration and the older candidates will be given

 Note: ICSE students need to enter average of three subjects (Physics, Chemistry and Biology) for science and two subjects (History & Civics; Geography) for social while entering the subject wise marks.

AGRI POLYCET 2023 Reservation of Seats:

Reservation of seats for the candidates coming from Rural Area:

 Seventy five (75 %) of the seats in various diploma courses are reserved for the candidates who have studied for a minimum of 4 years in schools located in Non-Municipal areas (Rural) and Twenty five (25 %) seats are reserved for the candidates who have studied in Municipal area.

•  FORM-I: Proforma to be certified by the Headmaster of the School with his office seal that the candidate has studied for a minimum period of four years in schools located in Non-Municipal areas (Rural) during their period of study from 1^st class to 10^th class (Non-Municipal Area Certificate).
• If FORM-I is not filled in or duly signed by the concerned Head of Institution or officer along with office seal, the claim of the candidates will be rejected and will not be considered under non - municipal area (Rural).

 Reservations based on category:

The rules of reservation shall be followed as per the guidelines issued by the Government of Andhra Pradesh from time to time.

NCC (National Cadet Corps):

Reservation to the extent of 1% shall be available for candidates of this category. The priority for consideration will be as per GO.Ms.No.21 HE (TE-1) Dept., Dt.13- 05- 2002 [Refer Annexure V] and other guidelines revised by Govt. of AP from time to time.

 

SPORTS:

Reservation to the extent of 0.5% (½%) shall be available for candidates of this category. Certificates issued by various organizations constituted by Central / State Government to conduct the event will alone be considered under this category. The participation in games and Sports before the qualifying Examinations will only be considered. The priority under this Category will be fixed as per the rules in vogue at the time of admissions. [Refer Annexure VI].

 

Physically Handicapped (PH):

Reservation to the extent of 3% for Physically Handicapped in which 1% for Visually Handicaped, 1% for hearing impaired and 1% for Orthopaedically Handicapped shall be available as per G.O.Ms.No.130, Higher Education (TEI) Department, Dated: 06 09 2000.

(Reservation to the extent of 5 % for physically handicapped as per the G.O. MS No. 27, WCDA & SC (Prog .II), Dept Dt. 14.05.2023 shall be implemented subjected to approval by the Board of Management, ANGRAU).

However candidates with defects like Muscular dystrophy, Deaf and Dum, Blindness and mentally retardation are not eligible for admission. [Refer Annexure VII].

 

Children of Armed Personnel (CAP):

Reservation to the extent of 2% of the seats shall be available for the children of ex-servicemen and defense personnel including Border Security Force and Central Reserve Police [Refer Annexure VIII].

Subject to the condition that

• Candidates whose parents are domicile of Andhra Pradesh will alone be considered as per the judgment of the Hon’ble High Court of Andhra Pradesh in P.NO.17095, 17950,17952,19150 and others of 2006
• The candidate shall also submit a certificate from the Director, Sainik Welfare Board / Zilla Sainik Welfare Board as to their eligibility to be considered under this quota specifying the category to which the applicant belongs with attested copies of the documentary evidence for claim as given in Annexure -VIII.
• The decision of P. Sainik Board or its nominee is final and binding on the Candidates in this regard.

 The order of priority and merit under this category is governed by G.O.Ms.No.192, Edn.(EC-2) Dept., dated 26-8-94 and as amended by G.O.Ms.No.370, Edn.(EC-2) Dept., dated 18-10-1994 (See Annexure-VIII).

If there is more than one eligible candidate in a particular priority in any of the above four special reservation categories, the selection shall be based on the merit.

Inter conversion of seats among the special reservation categories is not applicable. If sufficient numbers of candidates are not available to fill the seats reserved for special reservation category, they shall be filled with candidates of general pool of that reservation category.

The certificates of the candidates of above special categories shall be verified by the concerned officers and the seats will be allotted as per the priorities indicated by them during counseling.

 33 % seats are reserved for girl students in all the above categories.

 10 per cent supernumerary seats shall be made available under EWS category

 

AGRI POLYCET 2023 Allocation of seats:

 Among the total seats, 85% of the seats are reserved for local candidates and 15% of seats are Un-Reserved and will be filled on merit basis. Among the local 85 per cent, the seats shall be allotted on 42:22 ratio among Andhra University (AU) region (Former Districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur and Prakasam) and Sri Venkateswara University (SVU) region (Former Districts of Chittoor, Ananthapur, Kurnool, Kadapa and Nellore).

 

AGRI POLYCET 2023 Residential Certificate:

Applicants who have gap/break in the years of study for reasons other than failure or those who passed the qualifying examination by private study have to submit Residential Certificate issued by the Tahsildar/MRO. In case, the applicant has resided in more than one place, a separate certificate from the respective Tahsildars/MRO’s should be furnished for such places of residence.

 

AGRI POLYCET 2023 Application for Online counseling:

 Application and Counseling Fee:

•  Online application and counseling fee for candidates belong to SC/ST and differently abled (PH) category is 400/- and for all other candidates Rs.800/-.
•  The applicant has to select Rupay Debit Card/UPI/Debit Card /Credit Card (Visa / Master Card)/Internet Banking option to pay the fee and follow the online instruction to complete payment of
•  Processing charges of payment gateway as applicable are chargeable from the candidate (in addition to exam fee) only.
•  Once payment made, it cannot be refunded under any circumstances, hence applicant should go through the information bulletin carefully regarding eligibility criteria before proceeding to the payment.

 AGRI POLYCET 2023 Application Procedure:

• Candidates should fill the online application carefully and check details such as local area/ municipal/ non municipal area, reservation/ special categories and submit the application online.
•  It is the sole responsibility of the candidate to ensure that he/she fulfills the specified eligibility before applying/ filling application form.
•  No corrections will be permitted once the application form is
•  Please note that University/ Colleges will NOT be held responsible for denial of admission to non-eligible
•  Multiple application forms submitted by a candidate will not be accepted and will lead to the cancellation of his/her
•  Government decided to link the scholarship applications with the Aadhar number for affecting the cash transaction For this every student must furnish the Aadhar number vide Government memo No. 16035/Sw. Edn.2/2012-4 dt. 29.12.2012.
•  The admissions into polytechnics for the academic year 2023- 24 shall be made on the basis of Web Counseling. Where in candidates can opt for any course at any polytechnic in the order of priority and the allotment shall be made for his/her best preferred choice based on his/her merit and other admission rules in vogue.
•  Candidates have to prepare set of preferable colleges – course combinations (Web options) they wish to join in consultation with their parents, teachers and friends and after thorough enquiry about the polytechnics in different
• The order of options is to be entered by the candidate A print out of the options entered shall be kept as record for reference.
• Candidates should download the allotment order and report at the allotted college within the prescribed time.
• Candidate who fails to turn up at the allotted college with in the stipulated time and not paying the prescribed fee will have no claim on admission into diploma programmes offered by ANGRAU.
• The selection of candidates belonging to SC/ ST/BC/CAP/PH/ NCC/ Sports is subject to clearance to be given by the respective departments during the
• Registrar, ANGRAU is not responsible for the delay in clearance in respect of doubtful Caste/ CAP/PH/ NCC/ Sports cases.
• Any disputes concerned to admissions if any, shall be within the jurisdiction of the Hon’ble AP. High court.

AGRI POLYCET 2023 Seat cancellation:

• If the admitted candidate cancels his/her seat before the closure of admissions for the Academic Year 2023-24 an amount of Rs. 1,000/- (Rupees one thousand only) shall be collected as processing The remaining fees already paid during admission shall be refunded.
• If the admitted candidate cancels his/her seat after closure of admissions process for the AY 2023-24, the candidate should pay 3500 (Rupees Three thousand and five hundred only) towards seat cancellation fee and the candidate has to forgo the fee already paid.
• After completion/closing of admission process, request for change of diploma course/ polytechnic is not permissible under any circumstances.

 Accommodation for students shall be provided on payment basis in both Government and affiliated polytechnics subject to the availability.

 

AGRI POLYCET 2023 Certificates to be uploaded:

• SSC Memorandum of Marks or Equivalent Examination
• Bonafide / Study Certificate from 4^th to 10^th
• Transfer certificate of SSC
• Non-Municipal Area Study Certificate (FORM-I enclosed in this information bulletin) for the students studied in rural area.
• Certified copy of the Social Status (Caste) Certificate issued by the competent authority in case of applicants belonging to Backward Classes, Scheduled Castes and Scheduled Tribes.
• Latest Income certificate/ EWS certificate issued by concerned authority for the candidates who applied under EWS category
• Physically Challenged Certificate, if applicable.
• Discharge Certificate and ID card for Children of Armed Personnel Certificate / Defense Personnel Certificate, if applicable (all as one PDF).
• National Cadet Corps (NCC) certificate, if applicable.
• Sports and Games Certificates (Form-I/Form-II/Form-III/Form-IV as applicable).

 All the original copies of the above certificates should be produced at the time of Admission at the concerned polytechnic.

 

AGRI POLYCET 2023 Future Prospects:

• 15% of total intake (of that corresponding academic year) of B.Sc. (Hons) Agriculture is reserved for the passed-out Diploma holders for admission into First year Sc. (Hons) Agriculture through AGRICET entrance examination conducted by ANGRAU.
•  Candidates who have passed three years Diploma in Agricultural Engineering are eligible for admission into B. Tech (Ag. Engg.) through lateral entry via ECET

 

IMPORTANT POINTS:

•  ANGRAU is intended to impart education to students, undertake research and extension activities. Hence, University does not guarantee any employment to the students who complete the diploma courses.
• ANGRAU reserves the right to modify or cancel the notification without any prior notice.
• Candidates are required to read the information bulletin thoroughly before applying.
• The guidelines issued by the Government of Andhra Pradesh from time to time shall be followed scrupulously including the reservations for

• The candidate who secures a seat should submit the all the certificates in Original along with the prescribed fees at the time of admission either through online counseling or at the time of Manual/ Special/ Mop up counseling.
• The certificates of the candidates under special categories (PH, CAP, NCC & SPORTS) shall be verified by the authorities concerned. The University will not interfere in the process of preparation of priority/merit lists. The University allots seats to the candidates based on the priorities indicated by the competent authorities.
• The Counseling/Verification under special categories (PH, CAP, NCC & SPORTS) will be held in the presence of authorities concerned and seats will be allotted as per the priorities indicated by the officers concerned.
• In case, the information furnished or the certificates uploaded by the candidates are found to be false, the University will take appropriate action against the individuals concerned and his/her application will be summarily
