January 2022 DA to AP Government Employees G.O.MS.No. 66 Dated: 01-05-2023 AP Employees January 2022 DA Orders GO 66 Dearness Allowances for the period from 01-01- 2022 Sanctioned Orders Issued AP Employees New DA @22.75 from 1st Jan 2022 GO 66 Released.


January 2022 DA to AP Government Employees Allowances - Dearness Allowance - Dearness Allowances for the period from 01-01- 2022 - Sanctioned - Orders - Issued FINANCE (PC-TA) DEPARTMENT G.O.Ms.No.66  Dated: 01.05.2023.

 

Read the following:-

In the reference 1st read above, Government have issued comprehensive orders, for Revision of Pay Scales, 2022 to the employees of Government of Andhra Pradesh.

 

In the reference 2nd read above. Government have issued orders for release of Dearness Allowance (DA) for the period from 01,07.2019 to 31.12.2021 to the Employees of Government of Andhra Pradesh.

 

 In the reference 3rd read above, Government have issued orders for release Dearness Allowance (DA) in respect of Employees of the Government of Andhra Pradesh, who are drawing their pay in the Revised UGC Pay Scales, 2006 and the Judicial Officers whose pay was revised as per Sri Padmanabhan Committee Report vide GO Ms No.73, Law (LA&J, SC-F) Department, dated 01.05.2010 with effect from 01.07.2021.

 

Government hereby order the revision of Dearness Allowance (DA) sanctioned in the Government orders 2nd read above to the employees of Government of Andhra Pradesh, from 20.02% of the Basic Pay to 22.75% of the Basic Pay with effect from 01.2022.

 

The Dearness Allowance sanctioned in the above Para shall also be payable to:

  1. The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats. Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samsthas, work charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.
  2.  Teaching & Non-Teaching staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.
  3. Teaching & Non-Teaching staff of Universities including Acharya N G Ranga Agricultural University. Jawaharlal Nehru Technological University & Dr. YSR Horticultural University who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2022.
  4. Government also hereby order the revision of Dearness Allowance (DA) rates in respect of State Government employees drawing the Revised UGC Pay Scales, 2006, from 196% to 203% of the Basic Pay with effect from 01,01.2022.
  5. The rates of Dearness Allowance (DA) mentioned at para 6 above are also applicable to:
  6. Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C. Pay Scales, 2006.
  7. Teaching staff of the Universities including the A.P. Agricultural University, Jawaharlal Nehru Technological University and Dr. YSR Horticulture University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC/AICTE Pay Scales, 2006_
  8. Government also hereby order the revision of Dearness Allowance rates in respect of State Government employees drawing the Revised U.G.C. Pay Scales, 2016 from 31% to 34% of the Basic Pay with effect from 01.01.2022.
  9. The rates of Dearness Allowance mentioned at para 8 above, are also applicable to:
  10. Teaching staff of Government & Aided Affiliated Degree Colleges who are drawing pay in the Revised U_G.0 Pay Scales, 2016.
  11. Teaching staff of the Universities including the A.P. Agricultural University, the Jawaharlal Nehru Technological University & the Dr. YSR Horticulture University and the Teaching staff of Govt. Polytechnics who are drawing pay in the Revised UGC I AICTE Pay Scales, 2016.
  12. Government also hereby order the revision of rates of Dearness Allowance in respect of Judicial Officers whose pay scales were revised as per Shri Padmanabhan Committee Report, vide G.O.Ms.No.73, Law(LA&J SC-F) Department, dated 01-05­2010 from 196% to 203% of the Basic Pay with effect from 01.01.2022.
  13. Government also hereby order the revision of rates of Dearness Allowance in respect of Judicial Officers whose pay scales were revised as per Second National Judicial Pay Commission. vide G.O.Ms.No.5B, Law(LA&J SC-F) Department, dated 22-10-2022, from 31% to 34% of the Basic Pay with effect from 01.01.2022.
  14. The Dearness Allowance sanctioned in the above paras, shall be paid in cash with salary of July. 2023 payable in August. 2023. 
  15. The arrears on account of payment of Dearness Allowance for the period from 01.01.2022 to 30.06.2023 shall be credited to the General Provident Fund (GPF) account of the respective employees in three equal installments in the month of September & December 2023 and March, 2024.
  16. The employees who would be retiring from the service during the period of payment of arrears for such employees the balance arrears shall be paid along with retirement benefits.
  17. In respect of employees who were appointed to Government service on or after 01.09.2004 and governed by the Contributory Pension Scheme (CPS), the arrears of Dearness Allowance payable for the period from 01.01.2022 to 30.062023 shall be calculated duly deducting the 10% of the arrears for credit to the FRAN accounts of the individuals along with Government share as per GO.Ms.No.250, Finance (Pen. I) Department, dated 06-09-2012 and the remaining 90% of the arrears shall be paid in three equal installments in September & December. 2023 and March, 2024.
  18. In the event of death of any employee before the issue of these orders, the legal heir(s) shall be entitled to the arrears of Dearness allowance.
  19. The term 'Pay' for this purpose shall be as defined in FR 9(21)(a)(i).
  20. The Drawing Officers shall ensure that the Bills are supported by proper schedules in duplicate indicating details of the employee, General Provident Fund Account /PRAM Account Number and the amount to be credited to the General Provident Fund Account! PRAN. wherever necessary, to the Pay & Accounts Officer/ Treasury Officers! Assistant Pay & Accounts Officers or Pay & Accounts Officers of the Andhra Pradesh Works Accounts Service, as the case may be.
  21. The Pay & Accounts Officer/ Assistant Pay & Accounts Officer or Pay and Accounts Officer of the Andhra Pradesh Works  Accounts Service/ District Treasury Officer / Sub-Treasury Officer shall follow the usual procedure of furnishing one copy of the schedules along with bills to the Accountant General based on which the Accountant General shall credit the amounts to the General Provident Fund Accounts of the individuals concerned. The second copy of the schedules shall be furnished to the Drawing Officers with Voucher Numbers.
  22. In respect of the employees working in the Government Offices under his audit control, the Pay & Accounts Officer shall consolidate and furnish the information in the proforma annexed (Annexure-I) to this order to the Finance (PC-TA) Department by 31st 2023.
  23. The Deputy Directors of District Treasuries in turn shall consolidate the information & furnish the same in the same proforma to the Director of Treasuries & Accounts by 30th November, 2023 and who in turn shall furnish the information to the Government by 31st December, 2023.
  24. In respect of employees of the Local Bodies, the Drawing Officers shall furnish the above information in the prescribed proforma as per Annexure-Ito the Audit Officer of the District concerned before 3151 October, 2023 & who will in turn furnish the consolidated information to the Director of State Audit by 30th November, 2023. The Director of State Audit in turn shall furnish the consolidated information to the Finance (PC- TA) Department by 315' December, 2023.
  25. In regard to the Project Staff, the Joint Director of Works & Accounts of each Project shall furnish the information in the prescribed proforma as per Annexure-I to Director of Works Accounts by 30th November, 2023 and who in turn shall furnish the information to the Finance (PC - TA) Department by 315' December. 2023
  26. The expenditure on the Dearness Allowance to the employees of Agricultural Market Committees shall be met from their own funds.
  27. All the Drawing & Disbursing Officers and the Audit Officers are requested to intimate to the employees working under their control as to how much amount of arrears of Dearness Allowance is credited to the General Provident Fund Account/ PRAN Account as per the Proforma annexed (Annexure-II) to this order_ They are further requested to adhere to the above instructions and any deviation or non­compliance of these instructions will be viewed seriously.
  28. All Heads of the Departments and Departments of Secretariat are requested to issue suitable instructions to the Drawing and Disbursing Officers under their control and to see that these instructions are followed scrupulously. The Director of Treasuries and Accounts/ Director of State Audit/ Pay & Accounts Officer/ Director of Works and Accounts, Andhra Pradesh, Mangalagiri, Guntur are requested to issue suitable instructions to their subordinate Audit Officers so that these instructions are carefully followed by them.
  29. The CEO, APCFSS is directed to develop a software module to calculate the DA arrears and generate due drawn statement to facilitate generation of DA arrears bills by the Drawing & Disbursing Officers.
