In continuation to the instructions issued in the reference 4th cited, All the Regional Joint Directors of School Education and the District Education Officers in the State are informed that, it has come to notice of this office that some of the private Unaided Schools in the State of Andhra Pradesh who have obtained permission/recognition to run the schools with state syllabus are taking admissions for CBSE/ICSE and conducting classes in CBSE/ICSE Board affiliated syllabus, without obtaining NOC/affiliation from the appropriate authority and thereby deviating the norms.

 

This is in violation of the specific guidelines and instructions issued from time to time.

 

As per 10.1.4 of the bylaws of the CBSE Board

No school will be permitted to start CBSE Pattern classes IX/X/XI/XII, as the case may be, during the pendency of the application for affiliation without obtaining formal grant of Affiliation of the board."

 

Further, as per the (iii) of I in Chapter-I of the bylaws related to the ICSE Board

 

No school may admit or promote students to Class IX Without the Council’s written approval for affiliation. No candidate of an un-affiliated school will be registered for the Council’s Examinations."

 

As per the CBSE/ICSE Boards bylaws, No Private Unaided school is allowed to conduct classes of CBSE/ICSE boards pending approval of affiliation and it is also made clear that mere submission of an application does not give the right to the Private Un-aided schools to run the classes or take admission under the concerned board, as the same would lead to deviating the norms.

 

In view of the above, all the Regional Joint Directors of School Education, District Educational Officers, Deputy Educational Offices, and Mandal Educational Officers in the state are hereby instructed to inspect the schools that are conducting the classes in violation of the guidelines/instructions/Bylaws issued by the SSC/CBSE/ICSE Boards and take necessary action against such Managements by following appropriate procedure as per the Rules in force.

 

Further, if any delay and administrative lapses are identified in initiating the action against such management leading to loss of academic career of the students, the same shall be viewed seriously and responsibility will be fixed against all the concerned officers at each level and disciplinary action shall be initiated as per rules.
