The attention of the District Educational Officers in the State (Erstwhile) is invited to the references read above and informed that the Government have accorded permission for appointment 4,072 candidates as Secondary Grade Teachers who were qualified in DSC-1998 on contract basis with Minimum Time Scale basis, with the following terms and conditions as applicable to contract employees.

  1. Their appointment is purely on contract basis on terms and conditions applicable to contract employees as per existing rules, without any scrutiny up to 60 years of age of the candidates.
  2. The candidates shall also comply with any other academic/technical qualification norms prescribed by the next DSC and achieve them in two years.
  3. The appointed candidates with B.Ed. qualification shall undergo a six months Bridge Course in Elementary Education recognized by the NCTE within a year from the date of such appointment.
  4. These contract teachers will be eligible only for those benefits available to the other contract teachers and cannot claim any benefits available for regular teachers.
  5. These orders are issued for accommodation of the DSC-1998 candidates only by giving as a special case in the exceptional circumstances on humanitarian grounds, and this shall not be taken as precedent.

Hence, the District Educational Officers in the State (Erstwhile) are hereby instructed to take the following steps for appointing the DSC-1998 candidates as SGT on MTS basis in terms of G.O.Ms.No.27 SE (SER) Dept. Dt:15-03-2023.


  1. The District Educational Officer, concerned is instructed to submit the merit list of DSC-1998 candidates for the approval of District Selection Committee as per rules in vogue.
  2. To take agreement from selected DSC-1998 candidates as per norms followed in the DSC-2008 (MTS) Candidates.

The vacancies for counseling to be filled on the following order of priority:


i. To appoint DSC-1998 candidates in Single Teacher Schools where the enrollment of students is in between 20-30.
ii. To appoint them where there are no teachers in Schools.
iii. To appoint them in any other schools where there is high enrollment and less teachers.
iv. To appoint them as CRP’s in the available vacancies

Note: Shifting of the SGT vacancies from districts in the above mentioned points on order of priority is doen purely on adhoc basis to accommodate the DSC 98 candidates till SGT vacancies arise in these districts.

 

District Educational Officers shall strictly follow the above directions with out any deviation.

 

 The District Educational Officers in the State (Erstwhile) are requested to follow the above instructions and complete the process and submit compliance report.
