AP Municipal Teachers Service Rules 2023 The Government after examining the matter and decided to issue a comprehensive Educational Rules for all the teachers working in Municipal/Municipal Corporation Schools in the State.

All the Regional Joint Directors of School Education and District Educational Officers in the state are hereby informed that the Draft Andhra Pradesh Municipal Educational Service Unified Rules, 2023 have been posted on the CSE Website for obtaining remarks and suggestions from all state Teachers Union Bearers. 

In light of this, it is requested to inform all state Teachers Union Bearers to submit their remarks and suggestions on the Draft Andhra Pradesh Municipal Educational Service Unified Rules, 2023 to this office on or before 31.03.2023.

School Education - Andhra Pradesh Municipal Educational Service Unified Rules for the posts of teachers in Municipal Schools and Municipal Corporations in Andhra Pradesh - Rules – Orders - Issued.

The Government in the G.O.1st read above, entrusted the supervision and administration of Municipal Schools to School Education Department to administer on par with the system followed in Government / Panchayat raj Schools. The Government after examining the matter and decided to issue a comprehensive Educational Rules for all the teachers working in Municipal/Municipal Corporation Schools in the State.

 

The following Notification shall be published in Andhra Pradesh Gazette.

 

NOTIFICATION

 

In exercise of the powers conferred by the provisions of the Andhra Pradesh Municipalities Act, 1965 (Act No. 6 of 1965), The Andhra Pradesh Municipal Corporations Act, 1994 (Act No. 25 of 1994, ) as amended act No.14 of 2013, The Visakhapatnam Municipal Corporation Act, 1979 (Act No.19 of 1979) , the Vijayawada Municipal Corporation Act, 1981 (Act No. 23 of 1981) and in partial modification of the Adhoc Rules relating to appointing authorities in Municipal Corporation of Hyderabad issued in G.O.Ms.No.1368 MA dated 28-12-1981 of Housing, Municipal Administration and Urban Development and in supersession of the Rules issued earlier in G.O.Ms.No.320, MA&UD (D1) Dept., dated.07.12.2016, G.O.Ms.No.322, MA&UD (D1) Dept., dated.07.12.2016, G.O.Ms.No.323, MA&UD (D1) Dept., dated.07.12.2016 and G.O.Ms.No.324, MA&UD (D1) Dept., dated.07.12.2016 and amendments thereon, and the provisions of Andhra Pradesh Education Act , 1982 ( Act 1 of 1982) , Article 309 of Constitution of India, the Governor of Andhra Pradesh hereby makes the following rules duly integrating the Services of Municipal Teachers working in Urban Local Bodies, for "Andhra Pradesh Unified Municipal Educational   Service   Rules, 2023 for the posts of all categories of teachers working in the Urban Local Bodies under the control of Urban Local Body.

 

These Rules shall come into force with immediate effect.

 

RULES

  1. Short Title:

These rules may be called the Andhra Pradesh Municipal Educational Service Unified Rules, 2023.

 

2. Applicability and Constitution:

Applicability: These rules shall be applicable to all categories of Municipal Teachers including Headmasters/ Headmistresses, working in the Municipal Schools under the control of Urban Local Bodies in the State including Greater Visakhapatnam Municipal Corporation and Vijayawada Municipal Corporation.

 

1996 Definitions: As they occur, unless the context otherwise requires, the words and expressions used in these rules shall carry the same meaning as defined under Andhra Pradesh Municipalities Act, 1965, Andhra Pradesh Municipal Corporation Act, 1994, The Visakhapatnam Municipal Corporation   Act, 1979, The Vijayawada Municipal Corporation Act, 1981, The Andhra Pradesh Education Act, 1982 and Andhra Pradesh State and Subordinate Service Rules,

Note-1: The transfer within the same class among different categories is not permissible.

 

Note-2: Whenever the method of appointment is both by Direct recruitment and promotion or transfer, there shall be direct recruitment to the extent of one-third of vacancies.

 

Note-3: Common seniority of all eligible teachers from the feeder categories as defined in Municipalities/ Municipal Corporations shall be prepared and considered for appointment/ Promotion/appointment by transfer to any category/class in service in the manner prescribed until and unless otherwise specified in rules, For the purpose of preparation of common seniority list for promotion, the seniority shall be determined with reference to the date of regular appointment and as prescribed in Rule 33 of A.P. State and Subordinate Service Rules.

 

4. Rule of Reservation:

  • The Rule of reservation (General Rule 22 of A.P. State and Subordinate Service Rules, 1996) as amended from time to time shall apply by Direct recruitment / by promotion to any post in service.
  • Appointment in institutions specially provided for women; (a) Women alone shall be appointed to the posts in institutions provided for (b) A vacancy in a category in an institution specially provided for women of the same category employed in an institution not specially provided for women may be appointed by  any method admissible under rule 3,but shall not acquire any reason only such appointment any right in the matter of seniority of full membership in the category or promotion to a higher category until she gets her due turn.

Qualifications:

The qualifications for appointment to the category of posts in column (2) of the table shall be as prescribed in the corresponding entries in column (3) thereof.

Head Masters Grade-II (Gazetted) of High Schools

Must possess a Bachelor Degree in Arts / Science / Commerce and its equivalent and B.Ed., Degree or the General Qualification of SSC and Five years of further study to acquire a degree and professional qualifications i.e., B.Ed., / B.P.Ed., / Pandit Training.

 

 

 Further, The School Assistants / Language Pandits who      possessed, SSLC/SSC/HSC/MPHSC, Intermediate and later obtained the Oriental Title degree after further studies of 5,4,3 years after SSLC/SSC/HSC/Inter respectively    and    possessed Pandit Training are eligible for promotion to the post of Gazetted Headmaster Grade-II. However, the School Assistants / Language Pandits who possessed Oriental Title and Pandit Training and subsequently acquired lower qualification of SSLC/SSC/HSC/Inter are not eligible for promotion to the post of Gazetted Headmaster Grade-II.

II

1. School Assistant (Mathematics)

Must possess   a   Bachelors    Degree    with Mathematics / Applied Mathematics / Statistics as he main subject OR one of the three equal optional subjects and a B.Ed. degree with Mathematics as a methodology subject.

2. School Assistant (Physical Science)

Must possess a Bachelors Degree with at least two of the following subjects as optional subjects: Physics / Applied Physics / Engineering Physics & Instrumentation and Chemistry / Applied Chemistry / Industrial Chemistry / Pharmaceutical Chemistry / Medicinal Chemistry / Bio- Chemistry / Geology or either Physics / its allied subjects or Chemistry/ its allied subjects as one of the main subject and other as subsidiary / ancillary subject and a B.Ed. degree with Physical Science / Physics / Chemistry

/ Science as a methodology subject.

3. School Assistant (Biological Science)

Must possess a Bachelors Degree with Botany and Zoology as optional subjects or one of the two as main and the other as subsidiary subject or any two of other allied subjects viz. Public Health / Human Genetics / Genetics / Bio-Chemistry / Environment Sciences / Micro Biology / Bio-Technology / Industrial Micro-biology / Agriculture / Food Technology / Fisheries / Nutrition / geology / Sericulture / Horticulture / Forestry / Poultry and a B.Ed. Degree with Biological Science / Natural Sciences / Science / Botany / Zoology as a methodology subject.

4. School Assistant (Social Studies)

Must possess a Bachelors Degree with any two of the following subjects as optional or one of them as a main and any other one as a subsidiary subject - (i) History (ii) Economics (iii) Geography (iv) Political Science (v) Public Administration (vi) Sociology (vii) Commerce (viii) Politics

(ix) Social Anthropology (x) Ancient Indian History Culture & Archaeology (xi) Anthropology (xii) Social work (xiii) Philosophy and (xiv) Psychology.

5. Language Pandit (Oriya)

Must possess a Bachelors Degree with Oriya as the main subject or one of the three equal optional subjects or Bachelors Degree in Oriental Language in Oriya (B.O.L) or one sitting Degree / 3rd Methodology in B.Ed. / B.Ed. with Oriya as Methodology subject in any recognized university and NCTE or Oriya Pandit Training or its equivalent.

6. Language Pandit (Tamil)

Must possess a Bachelors Degree with Tamil as the main subject or one of the three equal optional subjects or Bachelors Degree in Oriental Language in Tamil (B.O.L) or its equivalent or one sitting Degree / 3rd Methodology in B.Ed. / B.Ed. with Tamil as Methodology subject in any recognized university and NCTE or Tamil Pandit Training or its equivalent.

7. Language Pandit (Kannada)

Must possess a Bachelors Degree with Kannada as the main subject or one of the three equal optional subjects or Bachelors Degree in Oriental Language in Kannada (B.O.L) or its equivalent or one sitting Degree / 3rd Methodology in B.Ed. /    B.Ed. with Kannada as Methodology subject in any recognized university and NCTE or Kannada Pandit Training or its equivalent.

 

Note-1: No person shall be eligible for appointment / promotion / appointment by transfer to the categories specified, until and unless he/she posses the qualifications mentioned in Column 3.

 

Note-2: Candidates with higher qualifications are also eligible for appointment, provided he/she studied the required subjects for the posts at Bachelor degree level and fulfil all other requirements such as medium of instruction / 1st language etc., prescribed.

 

Note-3: Candidates who have got the qualifications of Special D.Ed. / Special B.Ed. are also eligible, for the posts of Secondary Grade Teacher / School Assistant in general schools in addition to Special Schools, provided they have got academic qualifications prescribed for the posts.

 

Note-4: As per National Council for Teacher Education Norms, the D.Ed. / B.Ed. candidates are also eligible for the post Secondary Grade Teachers.

 

Note-5: The candidates who passed SSC Examination in the concerned medium or with concerned language as First Language are eligible to the posts concerned medium. The candidates who passed examinations with higher standards in the concerned language are eligible to the posts in concerned medium.

 

Note-6: Every teacher for the deaf / blind school shall, in addition to the qualifications prescribed in the table, posses a Recognised Government Certificate of competency, Junior Diploma in teaching deaf/ blind as the case may be, or higher qualification. Provided the Graduate or non graduate teachers who are deaf / blind and have undergone training course in education for the deaf / blind and passed the examination are eligible for the schools of Deaf / Blind.

 

Note-7: Government orders issued from time to time relating to the qualifications / appointment and Competent authorities shall be applicable

  • Every person appointed to the post of Education Officer / Head Master Grade-II (Gazetted) of High School by the method specified in column (2) of the table below should have passed the tests laid down in column (3) subject to the condition in column (4).

Head Masters Grade-II (Gazetted) of High Schools

(i)  Departmental Test for Gazetted Officers of the Education Department.

(ii)  Accounts Test for Executive Officers.

iii)  Special Language Test for the officers of the Education Department in Telugu of higher standard.

iv) Special Language Test for the officers of the Education Department in Hindi/ Urdu of lower standard.

Should have passed at the time of appointment

  • Where a test of a language of higher standard is prescribed, a person shall be exempted from passing the test if he/she has passed the language as one of the two language subjects in Intermediate Examination or its equivalent or higher Where a test of a language of lower standard is prescribed, a person shall be exempted from passing the test if he/she has passed the language as a subject in SSC Examination or its equivalent or in higher degree.
  • All persons who have crossed 45 years of age shall be exempted from passing departmental tests for promotion to the next higher category above the one held by him/her. This benefit is extended to ensure that every employee gets at least one promotion during his entire service. This exemption shall be given only once in the entire service.
  • All persons who have completed 50 years of age on the date of appointment to any post shall be exempted from passing the tests prescribed in column (3) of the above table.
  • The persons who passed Account test for Headmasters of High Schools conducted by the Director of Government Examinations, Andhra Pradesh will be considered for inclusion in the panel of Education Officer / Head Master Grade-II (Gazetted) of High Schools, as the case may be, for a period of 3 years from the date of issue of these rules, if they are otherwise qualified and eligible for appointment by promotion to the post of the Education Officer / Head Master Grade-II (Gazetted) of a High

 Age:

No person shall be eligible for appointment by direct recruitment to any post in this service unless he/she is more than 18 years of age and less than 33 years of age as on the first day of July of the year in which the notification for recruitment is made.

Concessions of age extended by Government from time to time to BC, SC, and ST and other categories are applicable to any post to be filled up by direct recruitment. 

Minimum Service:

No person shall be eligible for promotion to any post in the service unless he/she has put in not less than two years of service in the category / class from which promotion is to be made.

Probation:

  • Every person appointed by Direct Recruitment to any post in service shall be on probation for a total period of two years on duty within a continuous period of three years from the date on which he commences probation.
  • Every person appointed by promotion to any of the posts in this service shall be on probation for a total period of one year on duty within a continuous period of two years from the date on which he commences

Promotions & Transfers:

  • Appointment by promotion to Category-1 of Class-I, shall be made from a panel prepared by a committee, consisting of the following members:
  • Regional Joint Director of School Education - Chairman
  • Regional Director of Municipal Administration concerned (or) any Officer nominated by the Commissioner & Director of Municipal Administration, P., - Member
  • District Educational Officer of the Headquarters – Member Convenor
  • Appointment by promotion to category-1 to 14 of class-II shall be made from a panel prepared by a committee consisting of the following members:
  • District Educational Officer concerned – Chairman
  • Deputy Educational Officer Headquarters – Member Convenor
  • Commissioner, Municipality of the Head quarters (or) any Commissioner, Municipality nominated by the Regional Director of Municipal Administration of the Zone - Member.
  • The date and time of the meeting will be fixed by the Chairman of Committee The quorum for the meeting is two members, the presence of Municipal Authority is compulsory

Unit of Appointment:

For the purpose of recruitment, appointment, seniority, discharge for want of vacancy, promotion, transfer and reappointment, the unit of appointment shall be as specified in the table.
