All the District Educational Officers and all the HMs/ Heads of High Schools of all the managements in the State are hereby informed that, the Government of Andhra Pradesh had provided certain exemptions & concessions to the Children with Special Needs (CwSN) in the SSC Public Examinations vide Ref. 1st and 2nd cited as per the provisions of the RPwD Act, 2016, NEP 2020 and the provisions extended by the CBSE to ensure uniformity in the CwSN provisions in all the High Schools of the State.
Further, several representations have been received regarding clarifications on the ‘Provisions to avail the services of Scribe' in the SSC Public Examinations. It was brought to the notice of the undersigned that certain categories of CwSN could not avail the services of the scribe.
In this regard, it is hereby informed that, the CwSN who could not write the examinations by themselves have a right to avail of the Services of the Scribe. The Scribe plays an important role in the examination of CwSN by writing the dictated answers of the CwSN. However, the primary principle that “The Use of Scribe should neither advantage nor disadvantage the student” has to be upheld. The provision to avail Scribe by CwSN is to provide a level playing field and ensure equity by assisting the student to overcome their natural disadvantages. This implicitly needs clear guidelines to eliminate the misuse and to ensure justice for the needy.
Further, the exemptions and concessions provided in the SSC Public Examinations are broadly based on the CBSE's provisions mentioned in the Circular Ref. 3rd This is to ensure uniformity in CwSN provisions across all the High Schools of the state irrespective of their affiliation.
In this regard, in accordance with the earlier orders of the Government cited above, the following clarification & guidelines are hereby issued regarding the provisions on the Scribe for the CwSN in the SSC Public Examinations:

The Educational Qualification of the Scribe/ Reader shall be one grade lower than the minimum stipulated eligibility criteria for the candidate i.e., for the Class-X SSC Public Examinations, the Scribe should possess an educational qualification of Class-IX or less.
The Chief Superintendent of the Examination Centre concerned shall forward to the Concerned Assistant Commissioner for Government Examinations (ACGE) in the O/o DEO of the District, a report providing full particulars of the candidate and that of the Scribe at least 2 days before the commencement of examinations.
In case of any doubt regarding the eligibility of the candidate to avail of the services of the Scribe, the Concerned Assistant Commissioner for Government Examinations (ACGE) in the O/o DEO shall verify the Original Disability Certificate of the Candidate & the candidate in person, if required, and shall decide on the eligibility according to the Government Orders and this circular, and the decision of the ACGE, O/o DEO, in this regard, shall be final.
Therefore, the Director of Government Examinations, A.P. and all the District Educational Officers shall take necessary action to disseminate the instructions to all the stakeholders in this regard, for strict compliance.
