In terms of the guidelines issued vide G.O.Ms.No.50, 51 and 52 of T,R&B Department dated 30.12.2019, all employees of APSRTC were absorbed into Government Service w.e.f. 01.01.2020 by creating a new Head of the Department by name "Public Transport Department" under the administrative control of T,R&B Department. As such, all the rules applicable to the State Government employees are as well applicable to PTD employees, from the date of absorption i.e., 01.01.2020.
Through G.O.s from 1st to 4th cited above (enclosed herewith), the Government have issued guidelines, from time to time, on implementation of Automatic Advancement Scheme (AAS) to the State Government employees on completion of 6/12/18/24/30 years of service in a particular cadre.
As part of PRC-2022 for PTD employees, the Government communicated guidelines through G.O. at reference 5th cited, on implementation of AAS to PTD employees duly abolishing the existing Stagnation Grade Scale Scheme of APSRTC as per RPS-2017.
Accordingly, the following guidelines are issued regarding implementation of MS to PTD employees.
- The benefit of Automatic Advancement Scheme scales shall be given to the PTD employees with effect from the date of absorption i.e., 01.01.2020.
- The benefit of Automatic Advancement Scheme shall be allowed to the employees in the Grades up to 25 only (inclusive) (Rs.76,730-1,62,780). This scheme is not applicable to the employees of Grade 26 and above.
- The total service in any category put in by a PTD employee, in APSRTC from the date of appointment to 31.12.2019 and in PTD from 01.01.2020 onwards, shall be counted for determining qualifying service to AAS 6/12/18/24/30 Yrs scales.
- The other eligibility conditions specified in the G.O.s referred from 1st to 4th cited above, shall be followed while sanctioning MS 6/12/18/24/30 Yrs scales to PTD
- The summary of guidelines, eligibility criteria, method of fixation etc., issued regarding implementation of MS 6/12/18/24/30 Yrs scales is enclosed to this Notification at Annexure- I.
Therefore, all Depot Managers/Unit Officers/DDOs are hereby instructed to implement the stipulated guidelines on MS 6/12/18/24/30 Yrs scales, with immediate effect.

- Fixation will be done as on the date of MS. There is no method of "option date". There is no change in Increment date.
- Employee who rejected promotion/submitted un-willing for promotion/reverted to the former post on request is not eligible for further MS.
- The benefit of MS is allowed up to and inclusive of Grade 25 (i.e., Up to SSOs) only. Officers/Employees above the Grade 25 (i.e., RMs & EDs) are not eligible for MS.
- Total qualifying service in a category i.e., service rendered prior to 01.01.2020 in APSRTC and Service rendered from 01.01.2020 in APPTD shall be counted for determining eligibility for MS.
