All the District Education Officers in the State are informed that under the scheme of Jagananna Gorumuddha, providing of Midday Meals, monitoring the supply of Food grains viz.. rice/Dal/ Eggs/Peanut Jaggery Chikkis, and payments of honorarium to Cook-cum-Helpers, Food grains and other items bills. Transportation cost are important activities in the districts.
For this purpose, the personnel in MDM section in the Office of the District Education Offices have been sufficiently equipped with clear roles and responsibilities and strengthened by providing Project Monitoring Unit (PMU) in each district by outsourced personnel.
Earlier in the reference cited, instructions have been issued for getting the approval of District Collectors for payments of bills related to eggs and chikkis in order to control quality of these items and timely supplies.
However, as District Collectors have to administer about 35 different departments and monitor all different schemes & programmes in the district including that of School Education department, they are occupied with huge workload. Therefore, in partial modification of orders issued in the reference cited, it is instructed that the District Education Officers need not send bills related to eggs and chikki to the District Collectors for approval. However, the DEOS are instructed to supervise the timely supplies with the correct quantities and quality and are instructed to strictly examine the bills towards the supplies of Food grains, Eggs, Peanut jaggery Chikkis, and other procurement bills as per conditions in the Tender document and Agreement and process the bills for payments.
The District Education Officers shall be personally responsible for payments of bills, and any deviation of instructions in this regard will be viewed seriously.
