Public Services Implementation of 1I ^ k * PRC - Revised Pay Scales, 2022-  Adoption by the Corporations, Societies & Non-Teaching staff of the Universities - Orders - Issued.

ORDER:

Government have issued comprehensive orders for the implementation of the 11th Pay Revision Commission recommendations vide the G.O.Ms.No.1, Finance (PC - TA) Department, Dated: 17.01.2022.

2. Subsequently, the Government have issued the following orders regarding the implementation of the recommendations of the 11th Pay Revision Commission:

a) G.O.Ms.No.2, Finance (HR.III-Pension, GPR) Department, dated: 17.01.2022

b) G.O.Ms.No.5, Finance (HR.I-Plg. & Policy) Department, dated: 17.01.2022

c) G.O.Ms.No.6, Finance (HR.I-Plg. & Policy) Department, dated: 17.01.2022 

d) G.O.Ms.No.7, Finance (HR.I-Plg. & Policy) Department, dated: 17.01.2022

e) G.O.Ms.No.8, Finance (PC-TA) Department, dated:17.01.2022

f) G.O.Ms.No.9, Finance (HR.III-Pension, GPR) Department, dated: 17.01.2022

Government, after careful consideration, hereby order that the above orders shall be made applicable to the non-teaching staff of Universities, employees of Corporations and Societies etc., who have been extended the Revised Pay Scales, 2015, on par with the Government employees subject to the following conditions:

a) The Universities, Corporations and Societies etc., shall implement the Revised Pay Scales, 2022 as ordered by the Government vide GO Ms. N 01 Finance (PC-TA) Department, dated: 17.01.2022, duly corresponding the existing scales of pay with the Revised Scales of Pay in RPS, 2022.

b) The Scales would be implemented only if the Dearness Allowances other allowances are being paid by the Universities, Corporation and Societies etc. on par with those being paid by the Government and if the Dearness Allowance merged with the basic is on par with the Government Scales and Dearness Allowance. 

c) While implementing the Revised Pay Scales, 2022, no deviations shall be made either to increase or decrease the pay scales. 

d) In case of those Universities, Corporations and Societies etc., that have already implemented the Interim Relief / Revised Pay Scales, 2022 or paid any advance in anticipation of implementation of RPS, 2022, the excess payment if any made shall be adjusted against future payments. 

e) All the Universities, Corporations and Societies etc., to whom the Revised Pay Scales, 2022 are extended shall compulsorily follow the provisions of GO Ms. No.1, Finance (PC-TA) Department, dated:17.01.2022, for calculating the eligible emoluments.

f) The financial commitment arising from the extension of Revised Pay Scales, 2022 to the Universities, Corporations and Societies etc., will be met by the respective Universities, Corporations and Societies etc., from their internally generated resources/funds without any budgetary support or increase in the managerial subsidies from the Government.

g) The VC&MDs concerned shall ensure that the profit-making Corporations adopting new Pay Scales should not incur losses.

All the Universities, Corporations and Societies etc., shall take necessary action as per their Bye Laws / Memorandum of Associations/ Executive Committee/ Board of Directors approval for adoption of the above Government Orders to facilitate the implementation of these orders. 

The Special Chief Secretaries/Principal Secretaries / Secretary to Government shall action in the matter
