School Education - Mana Badi Nadu -Nedu Phase II - Administrative Approval accorded for implementation of Mania Badi Nadu Nedu Phase-II Revised proposal for improving Infrastructure facilities in 13,981 Schools (High Schools and Primary Schools) with a total Budget outlay of Rs.4535.73 Crones - Modification of the G.O.Ms.No.27, SE(Prog.II) Dept., dt 30.03.2021 -Orders- Issued.

ORDER

In the G.O. 1 read above, administrative approval was accorded to implement the Mana Badi Nadu Nedu programme for transformation of Government schools in the State in a period of three years (in three phases). duty issuing detailed guidelines for upgrading the infrastructure in 15,715 schools through Parent's Committees in the State under Phase-1 programme. 

 In the G.O. 3 read above, administrative approval was accorded for implementation of Mana Badi Nadu Nedu Phase-II.

In the reference 5 read above, the Commissioner of School Education, AP, has submitted revised proposals for 13,981 Schools (High schools and Primary Schools) with a total Budget outlay of 4535.73 Crores, keeping in view of certain changes introduced in School Education Department and he has therefore, requested the Government to issue necessary orders approving Mana Badi Nadu Nedu Phase-II programme for improving the infrastructure in schools and Primary Schools and High Schools, as detailed below:

Government after careful examination of the matter, hereby accord administrative approval for implementation of Mona Badi Nadu Nedu Phase II, in partial modification of the G.O.Ms.No.27, SE(Prog 11) Dept... atd:30.03.2021, to improve infrastructure facilities in 13,981 Schools (High Schools and Primary Schools) with a total Budget outlay of 4535.73 Crores and to incur the expenditure from the HOA 4202-01-202-11-06-530 531 and 4202-01-202-07-35-530-531", and also from various other sources of funding as permitted by Government from time to time, duly following the guidelines issued in the G.Os 1" and 3" read above and other circular memos issued in the matter from time to time, subject to adhere the following conditions:

(a) The tied up resources under different NABARD RIDF Tranches shall be fully used

(b) The tied up finances under Gol & NABARD shall be fully used while taking up the co-located AWCs in primary schools

(c) Ensure that there are no overlap in terms of the works proposed in the present proposals with those already sanctioned under Tranche XXVI. 

(d) Ensure that all inconsistencies should be addressed before the works are grounded.

(e) Nadu Nedu works should be taken up only in those Foundational Schools with more than 20 children in Grades I-II end 10 children in AWC

(f) There should be three safeguard mechanisms to ensure value for money from the project. One, the needs assessment in each school is made in the most rigorous enough manner and by confining expenditure to only the requirement. Second, the procurement is done in the most transparent and cost-effective manner. Third, execution is monitored closely for adherence to the first two factors.

(g) Adopt a repair first approach in the Nadu Nedu expenditures Accordingly, repairs should be the default approach on civil works, fixtures, electrical equipment, and furniture New construction or purchases should be avoided as far as possible and done only when repairs are not possible. It's necessary to have a rigorous and transparent mechanism to ensure that works and procurements are both identified and undertaken only following this protocol. This would require some of the following:

(i) Clear guidelines which define the protocols for repairs where possible, and new purchases or reconstruction only where essential.

(ii) A robust internal mechanism for finalization of the specific repair or new work/procurement at each location.

(iii) Safeguards to ensure that decisions to reconstruct (and not repair) toilets and kitchen sheds are taken at an appropriately high enough level, and not left to the discretion of headmasters or mandal level officials. There should be clear accountability for these approvals.

(iv) A checklist with easily observable and relevant indicators to both identify and monitor repairs, where the likelihood of wasteful expenditure is high (school building kitchen shed, toilet, fixtures, electrical equipment, and furniture). 

(v) Third party agencies to monitor quality and compliance with protocols.

(h) Consolidate the lessons from the first phase and take measures In the second phase to address the observed deficiencies

The Commissioner of School Education, A.P., shat take further necessary action accordingly, in the matter. (contd. p-4)
