DRAFT SERVICE RULES FOR THE PRINCIPALS AND TEACHERS OF MODEL SCHOOLS ANDHRA PRADESH
PREAMBLE:
The Andhra Pradesh Secondary Education Society is a Society constituted as an autonomous and independent body and registered under the Andhra Pradesh Societies Registration Act.2001 with Registration No. 660 0f 2009 in erstwhile state of Andhra Pradesh. The Society has been established with an objective to make Secondary Education of good quality available, accessible and affordable to all young persons and to implement the Centrally sponsored scheme . In order to expand access to quality Secondary Education, Government of India have thought of establishing Model Schools of high quality for talented rural children in educationally backward Blocks/ Mandals providing infrastructure and facilities of the same standard as in Kendriya Vidyalayas and with stipulations of pupil-teacher ratio, ICT usage, holistic educational environment, appropriate curriculum and emphasis on output and outcome.
In this regard the APSES is establishing Model Schools in Andhra Pradesh with the grant-in-aid received from Government of India & Government of Andhra Pradesh time to time, creating and recruiting necessary Administrative Staff at state and district levels and Academic Staff such as Principal and various categories of teachers. In this context, it is essential to frame Service Rules, Code of Conduct and Disciplinary & Control Rules for the staff for good governance under Sub Rule (ii) of Rule 22 which empowers the Executive Committee to frame Service Rules and Service Conditions applicable to the officers and employees of the Model Schools.
As a step in this direction “Service Rules for the posts of Principals and Teachers of the Model Schools” are prepared and approved by the Executive Committee of APSES for effective management of Human Resources. These Service Rules are applicable exclusively to the Principals and Teachers of Model Schools. The categories of teachers appointed on consolidated pay are not governed by these rules.

SERVICE RULES FOR THE PRINCIPALS AND TEACHERS OF ANDHRA PRADESH MODEL SCHOOLS 2012
In exercise of the powers conferred by the Sub Rule (ii) of Rule -22 of the Rules of the Andhra Pradesh Secondary Education Society registered under the A.P. Societies Registration Act, 2001 with Registration Number 660 of 2009 on 21.10.2009 in erstwhile State of Andhra Pradesh, the Executive Committee hereby make the following rules for the Principals and Teachers working in Andhra Pradesh Model Schools established under Andhra Pradesh Secondary Education Society, Andhra Pradesh.
1. SHORT TITLE, COMMENCEMENT AND APPLICATION:
- These rules shall be called the Andhra Pradesh Model School Principals and Teachers’ Service Rules,

2. DEFINITIONS:
- Executive Committee is the committee constituted as per the Rule 22 of the rules of Andhra Pradesh Secondary Educational Society, Andhra Pradesh,
- Governing Council means the Council constituted as per the Rule 6 of the Rules of the Andhra Pradesh Secondary Educational Society, Andhra Pradesh,
- Chairman means the Chairman of the Executive Committee or Governing Council as the case may
- Commissioner of School Education is the Head of the School Education Department and he/she is the Ex- Officio Project Director of P.Model Schools, Andhra Pradesh, Amaravati.
- Joint Director, A.P.Model Schools is the officer appointed by the Government for looking after the administration and academic activities of the A.P.Model Schools.
- Appointing Authority is the authority empowered to appoint a person in a particular

- Member Secretary: Commissioner of School Education and Ex- Officio Project Director, A.P.Model Schools is the Member Secretary of P.Secondary Education Society, Andhra Pradesh.
- Government means Government of Andhra
3. CREATION AND FIXATION OF CADRE STRENGTH
- The Executive Committee shall determine from time to time the Cadre strength in each category of teachers including Principals depending on work load, need and financial position. The Executive Committee is competent to create new posts/new designations, new categories and new classes and abolish the existing ones or rename them with the approval of the Government.
- The Executive Committee is competent to fix up their pay structure and other allowances such as dearness allowance, house rent allowance, medical, traveling etc with the approval of the Government.
- The Executive Committee shall fix up the duties and responsibilities of Principals and Teachers working in Model Schools. It may revise them whenever it deems

5. METHOD OF APPOINTMENT AND APPOINTING AUTHORITY:
Subject to other provisions in these rules, the Method of Appointment and Appointing Authority to the posts specified in the column (3) of the table below shall be as specified in columns (4) and (5) respectively.

6. QUALIFICATIONS:
The Qualifications for each category of posts are indicated in Column 5 of the table given in the Annexure –I appended to these rules.
NOTE 1:
For the posts of the Principal, Post Graduate Teacher and Trained Graduate Teacher mentioned in rule 4 of these rules the qualifications mentioned in column (5) of the table given in the Annexure –I, are applicable for the three methods of appointment i.e. Direct Recruitment, Promotion mentioned in column 4 of the Annexure – I and column 4 of the table given in Rule 4 of these rules.
NOTE 2 :
No person shall be eligible for appointment to the categories specified in column
(2) of the table mentioned in the Annexure-I mentioned in rule 4 of these rules by the method specified in column (4) unless he/she possesses the qualifications in the corresponding entry in column (5) thereof.
