In the circumstances reported by the Commissioner of School Education, A.P, in the reference 2nd cited, Government after careful examination of the matter, hereby issue the following guidelines for taking up Additional class room constructions in High Schools under Phase-ll of Mana Badi Nadu Nedu:


 i. Existing number of Sections and classrooms will be considered while arriving at new classrooms requirement in High Schools.


ii. One classroom for one section/class principle shall be followed. One class can be divided into different sections if the strength is more than 40 (depending on the size of the room available in the school). Number of classrooms shall be arrived by dividing the strength with 40 (Strength/40) and rounding off to the nearest number. Example If less than 2.50, it should be rounded to 2 and if greater than or equal to 2.50 it should be rounded off to 3.


iii. New classrooms in high schools shall be taken up where one or above primary schools fall within 2km distance. Here, the construction of new classrooms for classes shall be considered if the existing rooms are not sufficient to accommodate them. 


iv. Highest priority should be given in for Building less High schools. The existing surplus rooms of PS/UPS shall be considered in case of newly upgraded high schools.


v. For High schools, the requirement of additional rooms shall be calculated as follows:

a. Additionally, one room exclusively for HM, one staff room, one library room, two lab rooms, one computer lab, one rest room for girls, one games cum craft room should be proposed. Two staff rooms(one for Female teachers, one for male teachers) should be proposed if the strength of teachers is more than 20.

b. The following strength norms are to be adopted for identifying other than class rooms:

1. 200 to 400 strength - 4 Additional rooms

2. 401 to 600 strength - 6 Additional class rooms

3. 600 - 8 Additional rooms.

Maximum permissible rooms in schools - 20 rooms.


c. The above points shall be kept in mind in arriving number of new classrooms to be constructed for high schools. 

vi. Boys In 3,4,5 Classes also to be tagged to nearest (within 2KM) Girls high school and vice versa. 

vii. Primary Schools shall not be tagged to nearest Upper Primary Schools but should be tagged to nearest High Schools if distance is within 2KM. 

viii. Municipal Schools, Tribal Welfare Schools, all Government Schools shall be taken into consideration for these changes.

ix. Wherever the existing school block has columns and beams, construction of new classrooms in the first floor or second floor should be taken up.

x. In case of blocks having only load bearing walls (no columns and beams) new classroom(s) should be taken up only on first floor depending on the Dy.EE/EE decision based on the soundness of existing structure. If need be,the load testing may be done by local engineering college. The land is precious and open land is needed i for various school activities.

xi. Hence, the policy is, G+2 should be preferred wherever feasible and possible. Appropriate staircase arrangements shall be taken up.

xii. The classrooms taken up under RMSA/Samagra which were stopped after basement level and above shall be taken up on priority based on actual need of the school.

xiii. The rooms size (Internal) of High School shall be : - 6900 X 7300 mm.


The Commissioner of School Education, A.P, is therefore, requested to take necessary action accordingly, in the matter.
