AP MPP ZPP ElectionRules, 2006 Amendment Order G.O.Ms.No.91, dt.27.12.2021 Ammendment to Andhra Pradesh Conduct of Election of Member (Co-opted), President and Vice-President of Mandal Praja Parishad and Members (Co-opted), Chairperson and Vice- Chairpersons of Zilla Praja Parishad Rules, 2006 issued in G.O.Ms.No.173, P.R. & R.D. (Elections) Dept., dt.10.05.2006 in accordance with the said Act No. 14 of 2021 G.O.Ms.No.91, dt.27.12.2021 Panchayat Raj & Rural Development (E & R) Department, Gazette No.782
WHEREAS, the Government have made certain amendments to Andhra Pradesh Panchayat Raj Act, 1994 vide Act No. 14 of 2021 to provide for two (2) Vice-Presidents for each of the Mandal Praja Parishads in the State;
AND WHEREAS, the Government vide G.O.Ms.No.91, Panchayat Raj & Rural Development (E & R) Department, dt.27.12.2021, have issued Notification amending the Andhra Pradesh Conduct of Election of Member (Co-opted), President and Vice-President of Mandal Praja Parishad and Members (Co-opted), Chairperson and Vice- Chairpersons of Zilla Praja Parishad Rules, 2006 issued in G.O.Ms.No.173, P.R. & R.D. (Elections) Dept., dt.10.05.2006 in accordance with the said Act No. 14 of 2021;
NOW, THEREFORE, in exercise of the powers conferred by Sections 200 and 201 of the A.P. Panchayat Raj Act, 1994 read with A.P. Conduct of Election of Co-opted Member, President and Vice-Presidents of Mandal Praja Parishad and Co-opted Members, Chairperson and Vice-Chairpersons of Zilla Praja Parishad Rules, 2006, the State Election Commissioner, hereby, directs any Gazetted Officer of the Government authorized by the Collectors and District Election Authorities concerned to conduct elections to the Mandal Praja Parishads in accordance with the procedure laid down in the said Rules and specifies the Election Schedule in the Annexure appended to this Notification for the following:
- One more Vice-President in all Mandal Praja Parishads in the State, except Duggirala Mandal Praja Parishad in Guntur District.
- In the case of Narasaraopet Mandal Praja Parishad in Guntur District, Galiveedu and Sidhout Mandal Praja Parishads in YSR District, election shall be conducted for two Vice-Presidents as election of Vice-President could not be held due to various reasons in the previous special meetings.
- In the case of Ramakuppam and Gurramkonda Mandal Praja Parishads in Chittoor District, election shall be conducted for not only one more Vice- President, but also for the casual vacancies for the President.

(This notice should be given to all Members of Mandal Praja Parishad specified in clauses (i) to (v) of Section 149 (1) of A.P. Panchayat Raj Act 1994) |

Note:
- Quorum for election of President or Vice-President, as the case may be, shall be fulfilled as stipulated under Rule 9 of Andhra Pradesh Conduct of Election of Co- opted Member, President and Vice-Presidents of Mandal Praja Parishads and Co- opted Members, Chairperson and Vice-Chairpersons of Zilla Praja Parishad Rules,
- In respect of election to the President and one more Vice-President in Ramakuppam and Gurramkonda Mandal Praja Parishads in Chittoor District, no election to the office of Vice-President shall be conducted unless the office of the President is filled up as stipulated under Rule 10 (4) of the said Rules. Only after completion of election of President, the Presiding Officer shall conduct election to the office of Vice-President.
- If for any reason election of President/Vice-President is not held on 04.01.2022, it shall be held on the next day, i.e., on 05.01.2022 at 11.00 A.M., whether or not it is observed as a holiday by the Mandal Praja Parishad. If the election is also not held on 05.01.2022, the matter shall be reported to the State Election Commission for fixing another date for holding election under Rule 8 (3) of the said
