ORDER
The attention of the Regional joint Directors of School Education and the District Educational officers in the State is invited to the reference cited wherein adverse news published in the daily newspapers on making in-charge/FAC arrangements to the vacant posts of the Deputy Educational Officers in the divisions of certain Districts
In this connection they are informed that:
(a)As per F.R.49, Head of the Department is competent to make FAC arrangements for a period not exceeding 3 months, in not more than two posts which are either Gazetted or non-Gazetted below the regional level i.e., confined to a single district.
(b To consider employees of various Corporations / Societies to keep FAC in the Government posts, such arrangements are not applicable as per F.R.49.
Further they are hereby instructed to following instructions while submitting the proposals to make FAC arrangement to the post of Deputy Educational Officer:
1.The Regional Joint Director of School Education/District Eductional Officer are not competent authority to make incharge FAC arrangements.
2.If any Dy.E.O post is fallen vacant due to Superannuation/Promotion/ Transfer or any other reason, then the District Educational Officer concerned will act as the in-charge to the post of DyEO with immediate effect till arrangement of FAC orders are issued from this office to avoid administrative lapses at divisional level, but not to keep any other officer as in-charge at their level until to get the FAC orders from the DSE Office.
3.The District Educational Officer concerned should submit FAC Proposals to the vacant post of Dy EO from the available eligible officers who are working under the Government management within a week (to carisider his first appointment at Govt. Management only) to ww the Director of School Education, Andhra Pradesh for issue of such orders.
4. The proposed officer must be working in the same District where the FAC arrangement is being proposed.
5. The proposals should be strictly in accordance with the FR 49 and the provision made in G.O.Ms.No.505. Education (Ser.1) Department, dated 16.11.1998 and keeping in view of the orders of the Hon'ble courts.
6.Utmost care should be taken that, the proposals should not give any scope media. to unnecessary legal complications (ar) any adversity in the media.
Therefore, all the Regional joint Directors of School Education and District Educational Officers the in the State are requested to strictly adhere to the instructions issued by the Government in the reference 2nd read above and also follow the above instructions while proposing the FAC arrangements to the posts of vacant Deputy Educational Officers in the Divisions of concerned Districts.
