The target for completion of Mana Badi Nadu Nedu given by the Govt is 31st January 2020. And most of the civil works are at the verge of completion and central procurement materials are in good progress. Many schools have crossed admin sanction when the cost of the indents they have uploaded are considered
In this context following guidelines are issued for smooth implementation of the program:
- There are number of schools received revolving fund which exceeds admin sanction when the cost of the indents is considered. For such schools the STMS have stopped uploading of the bills though some money is available in their bank account. This money may be used for incomplete tasks/works, after taking revised admin sanction. Or the money should be spent for central procurement.
- In some cases, they have surplus money available in their bank account even after direct payment to central suppliers. In case if all the suppliers are paid through CFMS, that amount has to be returned to the Govt. The Head of Account/ Bank account to which the money has to be returned will be given soon.
- No new tasks/works should be started if the school is exceeding the admin sanction, Already opened tasks/works should be completed and taken to logical end. No started works should be closed abruptly without taking them to logical end, even if it needs money beyond admin sanction. In such cases the school needs to take revised admin sanction from Collector. The Joint collectors development shall do severe scrutiny of such cases and recommend to District collectors to accord revised admin sanction.
- To close the tasks, works, or proposing for revised admin sanction in few critical cases, each school should be analyzed using 4 parts.
