The District Educational Officers, Srikakulam and Visakhapatnam are informed that the following clarifications are issued:
- Whether an Inter District Transferee of the year 2016 under Spouse grounds, eligible for spouse points in general transfers 2020(within 8 years) - No
- DSE-2005 selected SGT availed spouse points in 2013 transfers. Later on, selected in DSC-2016 and posted as School Assistant duly got relief from the previous cadre. Whether he eligible for spouse points in general transfers-2020 (within 8 years) - If he has availed spouse points within 8years of service in any cadre, he is not be eligible. If not, he is eligible as per Note 2- Guideline 10 of G.O.Ms.No.54 dt. 12.10.2020.
- In the Spouse of Ex-service man (who is not an employ now) eligible for availing preferential category points in general transfers 2020 - Take action as per clarification issued by this office vide Memo.No.13029/11 /2020-EST-3 dt. 20.10.2020 - Take action as per clarification issued by this office vide Memo.No.13029/11 /2020-EST-3 dt. 20.10.2020.
- Spouse point are availed by the wife in 2016. Husband got effected in reapportion exercise in 2020. Whether the husband eligible for availing spouse points in general transfers 2020 - Take action as per Note 2- Guideline 10 of G.O.Ms.No.54 dt. 12.10.2020.
- Whether date of notional seniority accorded is applicable for transfers also? or not? - No
- Whether an Inter District Transferee eligible for total service points from the date of joining in the service in the previous District or the date of from joining in the latter District? - Eligible from the date of joining in the service in the previous district.
- If an Inter District Transferee is got effected under Re-apportionment exercise-2020 his seniority should be counted from the date of joining in the service in the previous District or from the date of joining in the latter district? - Date of joining in the latter district
- The individual have availed spouse points during 2015 when he was working as a School Assistant. He got promoted as a Gr.II HM in 2016. Whether the individual is eligible for availing spouse points in general transfers, November 2020 - If he has availed spouse points within 8years of service in any cadre, he is not be eligible. If not, he is eligible as per Note 2- Guideline 10 of G.O.Ms.No.54 dt. 12.10.2020.
- In case of a couple, if wife is availing spouse points, whether husband can avail preferential points simultaneously in general transfers, November, 2020 - Take action as per Note 2 of Guidelines -10 of G.O.Ms. No.54 dt.12.10.2020 2020.
- Smt V.Suneetha, SA(BS) was transferred on rationalisation 2017 and again the post was rationalised and hence she was compulsory transfers. She requested to award additional points of 2017 as was done during the transfers 2017 - Take action as per Guideline- 8 and Note-3 of Guideline-10 of G.O.Ms.No.54 dated 12.10.2020.
