Human Resources - Contract Services in Government Departments - Extension of the contractual services up to 31.08.2020 - Orders - Issued G.O.MS.No. 70 Dated: 27-07-2020
ORDER:
In the reference G.O.Ms.No.38, Finance (HR.I-Plg. & Policy) Dept., dt.28.04.2020. orders were issued for extension of contract and outsourcing services in various Government Departments upto 30-06-2020 that subsisted on 30.04.2020 with the prior permission of Finance Department at the State and the District levels respectively, subject to adhering the relevant guidelines/ conditions as mentioned in the reference 5th and 6th read above.
In the reference G.O.Ms.No.136, GA (SU.l) Dept., dt.04.11.2019, read above, orders were issued for incorporation of Andhra Pradesh Corporation for Outsourced Services (APCOS) which will function under the administrative control of General Administration Department. Henceforth, the system of outsourcing services is being governed by the General Administration Department through the Andhra Pradesh Corporation for Outsourced Services (APCOS).
In continuation of the orders issued in the reference 19th read above, the Government hereby permits all Departments to renew the contractual services exclusively, that were subsisting on 30th June, 2020 for another two months i.e., from 1st July, 2020 to 31th August, 2020 or an earlier period, as deemed appropriate, based on the imperative need for such services by the Department. The terms and conditions of the contract shall remain unchanged for the contractual services.
These orders are strictly limited to those contractual services that were extended from time to time as per the orders issued by Finance department in the reference cited.
The Heads of Departments -Secretariat and the Departmental Heads and the District Collectors are hereby authorized to extend the contractual services that were subsisting on 30th June, 2020 for another two months i.e., from 1st July, 2020 to 31th August, 2020 at the State and Districts respectively, provided competent authority has undertaken a review of the need for such services. The Departments are advised to come up with proper justification in the Proforma (to be circulated) for continuation beyond August, 2020.
All the Secretaries of Secretariat department and HoDs and District Collectors are hereby informed that no services shall be contracted without the prior concurrence of the Finance Department and the approval of the Government.
