In pursuance of the orders of the Supreme Court
in the reference 2nd read
above, in the circumstances reported by the Spl. CTE, AP and the Secy., APSCHE
in the references 3rd and 4th read above, Govt. after
careful examination of the matter hereby issue the following amendment to the
G.O.Rt.No.550, HE (EC.2) Dept., Dt.30.07.2001 against para (5):-

5(i) In the counselling process, the seats to be filled by
open competition should be filled up first, wherein the candidates should be
called for counselling based on merit alone irrespective of whether they
belong to SC, ST or BC in accordance with the instructions issued by the
Government in G.O.Ms.No.996, Employment & Social Welfare, dated 11th
November, 1975.

5 (i) The counselling process shall be
web based. In the counselling process open competition seats should be
filled up first basing on the options exercised by all the candidates in the
order of merit irrespective of whether they belong to SC, ST or BC in accordance
with the instructions issued by the Government in G.O.Ms.No.996, Employment
& Social Welfare, dated 11th November, 1975.

5(ii) Next, reservation categories
like SC/ST/BC candidates will be counselled to fill up the seats earmarked
for them in their respective categories. During this process, if a candidate
belonging to Scheduled Caste/ Scheduled Tribe/ Backward Classes who had
taken admission under open competition, opts for a better branch or a better
college of his choice for which he or she would be eligible as per the rules
of reservation, the seat vacated by him or her in open competition shall be
filled with a candidate from the same reservation category only, in order of
merit.

5 (ii)(a).Next, reservation categories like SC/ST/BC
candidates will be counselled to fill up the seats earmarked for them in
their respective categories. During this process, a Meritorious
Reserved Candidate (MRC) who had taken admission under open
competition, belonging to Scheduled Caste/ Scheduled Tribe/Backward Classes will
be given the options to opt for a better branch or a better college of his or
her choice for which he or she would be eligible as per the rules of
reservation.
5 (ii)(b). In this process , if a MRC
candidate has joined in slided/re-allotted college as per rules of
reservation , the vacated seat in open competition will be filled with
candidate from the same reserved category only, in order of merit. If the MRC
candidate has not joined in slided/re-allotted college as per rules
of reservation, the vacated seat in open competition will be filled with open
category candidates only , in order of merit.

2. The Secretary, APSCHE, the CTE, AP, the
Spl. CCE, AP, the Vice Chancellors of all State Universities shall take further
necessary action accordingly.
