ORDER:
In the references first and second read above, the APTSA, Ibrahimpatnam and Pensioners Association, A.P., Visakhapatnam & Guntur Districts have requested the Government to open (3) New Sub Treasuries at Gajuwaka, Anandapuram and Pendurthi for better management of pension payments / pension records in Visakhapatnam District.
2. In the reference third read above, the Director of Treasuries and Accounts, A.P.,Ibrahimpatnam has submitted that there are around 196 Sub Treasuries in the state dealing with pension payment to around 3, 51,907 Pensioners. Out of 196 Sub Treasuries, 17 Sub Treasuries are heavy Sub Treasuries with more than 5,000 pensions. Around 1,60,847 pensions are being paid from these 17 heavy Sub Treasuries in the State. Visakhapatnam (Seethammadhara), Vijayawada (east) and Guntur Sub Treasuries have more than 12,000 pensions and they have become heavy for a single ATO to handle. Due to heavy work load in the Sub Treasuries, the ATO is loosing control over the work, leading to some irregularities in payments.
3. The DTA has further submitted that keeping the heavy work load of urban
Tahsildhar offices in Visakhapatnam, Vijayawada, Guntur, Nellore and Kurnool towns, the
revenue department has divided each urban Tahsildhar office into 2 to 4 Tahsildhar Offices
in 2017-18.
4. In a similar way, the DTA has requested the Government to open Additional Sub Treasuries in Visakhapatnam, Vijayawada and Guntur Municipal Corporations with the existing staff, Computers and furniture.
