Sub:- School Education – Establishment of Centralized Kitchen in 9 identified clusters in Visakhapatnam district – Supply of hygiene and Healthy Hot cooked food under Mid Day Meals Scheme (MDMS) – Work allotment orders were issued to the Nav Prayas, Delhi – MOU entered between two parties w.e.f., 15.09.2018 – Notices served to the Cooking Agencies for withdrawing the present system of cooking – Necessary instructions to the Mandal Educational Officers – Issued - Regarding.

The Commissioner of School Education, Andhra Pradesh, Amaravathi has permitted the Nav Prayas, Delhi a Non-Government Organization in Visakhapatnam to establish 9 Centralized Kitchens in the following centres to serve hot and cooked food to the school children under Mid-day-Meal scheme with an objective to provide hygiene, health and

nutritious food to the school children in the reference 1stcited.

Further, the Commissioner of School Education, Andhra Pradesh, Amaravathi has requested the District Educational Officers before entering into the MOU the following shall be ensured

a.   Prior to entering into MOU the entire issue shall have the approval of the District Collector.

b.   The buffer stock of food grains lying with those schools shall be made available to the agency immediately.

c.   The Eggs shall be supplied by the supplier to the door steps of Cluster Kitchen. With regard to agencies like Akshya Patra. Which is not willing to handle eggs, the same may be supplied at school points, boiled and delivered as part of MDM.

d.   The supplier shall lift the food grains form MLS points on the basis of Release Orders issued by the Civil Supplies Department based on allotted number of children and working days.

e.   Monthly report shall be expedited by the Supplier to the Commissioner of Schoool Education with regard to lifting and utilization of food grains number of children covered through Automated Monitoring System.

In view of the above instructions, as per the note orders of the District Collector, Visakhapatnam and as per the declaration submitted by the Proprietor, Nav Prayas, Delhi

vide reference 8th cited, declaring that, they will be supplied “Hot Cooked Food” to the children of the above schools as per the condition mentioned in the MOU from 15.09.2018, a MOU is entered with the NGO on 02.07.2018.

In view of the above, all the Mandal Educational Officers mentioned above are requested to issue notices to the Cooking Agencies under their jurisdiction that, the present system of cooking will be withdrawn from 15.09.2018 and to ensure that the buffer stock of food grains lying with those schools shall be made available to the Centralized Kitchen Agency i.e., Nav Prayas, Delhi. And further, the Mandal Educational Officers are requested to serve notices to all the Cooking Agencies under their jurisdiction immediately by taking acknowledgements from the cooking agencies and submit the copy of acknowledgements to this office by 10.07.2018 without fail (a model copy of notice enclosed).

The failure will be treated as seriously and responsibility will be placed against the Mandal Educational Officer for not serving notices to the cooking agencies under their jurisdiction well in advance and a suitable disciplinary action may be taken against them if any failure in this regard.

The receipt of the proceedings should be acknowledged.
