2. Make the list of Un-Recognized schools of the District/Mandal available with the Mandal Educational Officer/Deputy Educational Officer so that the lists are accessible to the students/parents.
3. Give wide publicity using print, electronic ,district website(s) ,and Social media to enlighten the parents not to join their children in any Un-recognized school.
4. The private school managements does not conduct talent test of any kind admission test /Screening test/ talent test and scholarships test or any test for getting admission in the schools. Whenever such incidence comes to the notice of the Deputy Educational Officers, Deputy Inspector of Schools and Mandal Educational Officers in the District, immediately necessary action should be initiated against such erring management as per AP Education Act. Such schools should be derecognized duly following the procedure.
5. All the Un-Recognized shall be closed down before closing date of the academic year 2016-17.

In pursuance to the reference cited, all the Deputy Educational Officers, Deputy Inspector of Schools and Mandal Educational Officers in the District are informed that the Commissioner of School Education, A.P., Amaravathi has issued the following instructions for closure of unecognized schools and prohibit the talent tests. that they are aware that the permission for establishment of schools under private managements and their regulations are governed as per the rules issued in the G.Os 1st and 2nd read above.
In the rules, it was made clear that all the educational institutions should necessarily have proper permission (recognition) from the competent authority. No educational society should be allowed to function without permission to start from the appropriate authority. Further, there is also an opportunity to make an application with penalty up to the end of April of the academic year, in which the educational society wishes to start a school. However, it is noticed that several un-recognized educational institutions under private managements are mushrooming in certain areas of the state, pointing to the lack of proper surveillance. Such un-recognized schools are admitting children with connived propaganda. As per U-DISE 2016-17 around 335 un-recognized schools are functioning in the state and, no ground, the figure would be more.
The Right to Education Act-2009 too prohibits the existence of un-recognized schools. Keeping in view welfare of the students, existence of such schools is a need to be curtailed instantaneously. Existence of such schools may, ostensibly, mar the academics of ignoramus students and educational system.
They are further informed that in accordance with the Right of Children to Free and Compulsory Education Act, 2009 the screening procedures/tests in terms of interviews /tests conducted for admission to any class from pre-primary in any school under any management or any syllabus (State syllabus/ CBSE/ICSE/any other) shall be dispensed with. Any deviations in this regard are punishable under the Section 13(2)(b) of the RTE Act with fme, which may extend to Rs:25,000/- for the first contravention and Rs:50,000/- for each subsequent contravening admission.
Besides, the Honble High Court while dismissing the Writ Petition No.1l4/2011, filed by a private management for conducting talent test, advised the Department to initiate action prohibiting the school managements from conducting talent tests under any name.
1. Deputy Educational Officers Deputy Inspector of Schools and Mandal Educational Officers in the District are instructed to identify the schools, functioning without proper permission/ recognition, within 10 days.2. Make the list of Un-Recognized schools of the District/Mandal available with the Mandal Educational Officer/Deputy Educational Officer so that the lists are accessible to the students/parents.
3. Give wide publicity using print, electronic ,district website(s) ,and Social media to enlighten the parents not to join their children in any Un-recognized school.

Further, The Deputy Educational Officers, Deputy Inspector of Schools and Mandal Educational Officers in the District are requested to issue a press note to reach out to as many people as possible on both the issues enlightening public to bring the occurrences of such instances to their notices .soon after receipts of information take immediate action to stop such instances and take appropriate action against such schools /Managements as per RTE Act and AP Education Rules.
The all Deputy Educational Officers, Deputy Inspector of Schools and Mandal Educational Officers in the District are further instructed to submit the list of un recognised schools to the under- signed within 08 eight days(28.03.20 17) without fail.
